- Prepares and executes the Contracting and Inter-agency and International Service Division budget.
- Responsible for analyzing trends and developments in budget execution and developing recommendations concerning the Division's operations including funding priorities, staffing and workload management.
- Carries out the planning and implementation of available funds to adjust for current and multi-year projections.
- Analyzes impact and makes recommendations to compensate for unanticipated changes in revenue when changes occur in Contracting and Inter-agency and International Service Division projects due to such issues as litigation or new starts.
- Performs a variety of studies and analyses of the operation and administrative management of the Contracting and Inter-agency and International Service Division.
- Assists in special or one-time studies, surveys, inspections or investigations of administrative matters, the scope which usually involves all of Contracting and Inter-agency and International Service Division.
- Advises administrative and technical staff in the areas of monitoring and preparation for data requests on financial transactions.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must have a Financial Management Level 2 Certification. (UPLOAD AT THE TIME OF APPLICATION)

Specialized Experience: One year of specialized experience which includes;
- Formulating and executing complex operating budgets for Military and Civil Works programs.
- Utilizing Financial Management System such as CEFMS to extract data, resolve labor rejects, or generate advanced reports for higher authority submittals. AND
- Advising leadership on funding priorities, staffing trends, and the impacts of unanticipated revenue changes.

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance, Economics, Accounting, and Buisness.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. - Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest.
- Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 12 months by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years; however, return rights may be impacted.
- Position may be made permanent without further competition.
- If applicable, returns rights may be negotiated upon selection. If return rights are approved, a return rights agreement/statement of understanding will be required to be completed prior to appointment.
