Overview

The Executive Director leads the organization and is accountable for all facets of its operations and activities. This is a high-profile, demanding role that requires exceptional business leadership combined with a passionate commitment to advancing the mission and goals of an organization dedicated to the education, promotion, and implementation of the Puerto Rico energy system transformation according to Act 17-2019 principles and mandates. The scope of the Executive Director’s role encompasses the management of the organization’s staff and contractors, operational budgets, contracts, grants, public/private/community relationships, and ensures the highest standard of program development and delivery. The Executive Director is also responsible for maintaining and diversifying funding opportunities, building networks and collaborating with private and public entities (NGOs, businesses, all levels of government, and the public).

Required Qualifications

1. Good experience in the energy sector and/or a academic preparation in energy regulation, energy management, energy technology, energy market and/or energy policy and regulation, engineering, law, environment/climate, sustainable development, politics/public policy, business administration, or another related fields.

2. Demonstrated ability to understand, operate, and clearly communicate in a complex, multi-stakeholder environment.

3. Senior nonprofit management experience in an organization with $500,000 or more annual budget.

4. Understands best practices of non-profit organizations, and the institutional development skills necessary to fundraise.

5. Strong experience, knowledge of Puerto Rico, and Washington DC’s political environment related to public policy development in general, and the energy or similar infrastructure sector policy implementation.

6. And good experience:

a. Reporting to and successfully working with a Board of Directors

b. Grant management.

7. Management and financial skills, including budget preparation, analysis, decision making and reporting.

8. Solid organizational abilities, including strategic planning, delegating, program development and task planning.

9. A proven record of developing and maintaining collaborations and partnerships.

10. Fluent in English and Spanish.

11. Strong written and oral communication skills, including public speaking (diverse audiences).

12. Excellent reputation in the community.

Duties and Responsibilities

Board of Directors, fundraising

1. Provides Plan, Budget and supporting information to the Board of Directors (“Board”) to help them reach sound decisions and establish policies.

2. Ensures the members of the Board are kept abreast of the activities of the organization through monthly reports, or as needed.

3. Creates campaign presentation, enthusiasm, and engagement for members successful involvement in fundraising.

4. Identify potential donors together with the EJPR Board of Directors.

Strategic Planning

1. Prepares JEPR’s Annual Work Plan, establishing strategic goals and measurable objectives in the sales and operational areas.

2. Continuously monitors and identifies critical changing issues and opportunities facing the organization to propose plan modifications in support of proposed programs and activity objectives.

3. Attains Board consensus on strategic directions and plan modifications in response to energy sector developments in Puerto Rico, the United States, and other relevant jurisdictions - as they pertain to prosumer economic, social, and political environment.

4. On a quarterly basis, provides the EJPR Board and other key fiscal/operational supporters board, with a formal review of the performance of the organization in relation to the objectives laid out in the Annual Work Plan, as reviewed every 6 months or as necessary.

Program/Project Management

1. Oversees the full lifecycle of JEPR’s programs and projects—including federally and philanthropically funded initiatives—ensuring strategic alignment, effective execution, and measurable outcomes.

2. Leads the preparation, revision, and implementation of project and program workplans, defining objectives, deliverables, timelines, and accountability structures for staff and contractors.

3. Manages the full grant and donation cycle (pre-award, award, and post-award), including researching funding opportunities, coordinating applications, supporting award follow ups, and ensuring timely implementation, reporting, and donor satisfaction.

4. Coordinates internal and external personnel resources—such as subject-matter experts, consultants, and administrative support—to support project planning, curriculum development, and program delivery.

5. Ensures programmatic and financial compliance with all relevant regulations (e.g., 2 CFR 200), JEPR fiscal policies, and grantor requirements, including tracking of expenditures and timely invoicing. (including proper documentation and reporting of restricted donations and grant expenditures, and donor contributions).

6. Directs the development and dissemination of energy literacy materials and educational programs, including community workshops and student engagement sessions, tailored to diverse audiences and policy contexts.

7. Supports performance measurement and evaluation activities, contributing to continuous improvement, reporting, and the sustainability of funding opportunities through demonstrated impact and transparency.

8. Cultivates partnerships with universities, government agencies, and community organizations and leaders.

9. Maintains strong relationships with partners, clients, and stakeholders through regular communication, progress updates, and strategic alignment, ensuring mutual accountability and long-term collaboration.

Sales and Operations

1. Oversees effective and efficient day-to-day operations of the organization, in compliance with a IRS 501c3 or Hacienda's 1101.01 exempt non-profit status.

2. Ensure all necessary administrative and operational (technology, operations, and information systems) are in place to support effective goal attainment.

3. Ensures development of subordinate’s capacities to be accountable for their plan and goal attainment.

4. Oversees and implements appropriate change management, the needed hiring-firing to ensure that the sales and operations goals are attained.

5. Ensures productive and effective staff performance, nurtures an organizational environment of growth and success.

6. Provide recommendations to the Board regarding hiring of new staff members and/or contractors. Provide orientation for new staff members and/or contractors.

Investigation, Communications, Marketing

1. Researches, collects, and analyzes information about key areas and issues in the energy sector of strategic importance to EJPR Plans. Prepares reports/documents with findings.

2. Oversees Public Relations, Brand Management and overall marketing effort that supports the mission and Plan in an integrated manner:

a. Measurably increasing the visibility of the organization brand in all its programs, projects, services, and activities.

b. Growing and maintaining relationships with NGO’s, leaders, and influencers in the private and public sector.

3. Establishes and maintains relationships with ‘in-kind” donors, to whom the organization provides services.

Financial Administration, Fiscal Compliance and Controls, Risk Management

With the proper assistance from accounting and finance professionals:

1. Serves as the primary financial oversight authority, ensuring sound fiscal management, internal controls, and regulatory compliance across all organizational activities.

2. Prepares the annual operating budget in alignment with the Annual Work Plan and presents it for Board approval; ensures individual program and grant budgets fully account for direct and indirect costs.

3. Manages invoicing, accounts payable and receivable processes, and conducts cash flow forecasting to maintain financial stability and operational readiness.

4. Maintains regular communication with the organization’s accounting and auditing professionals to support timely reporting, budget monitoring, and audit readiness.

5. Ensures compliance with all applicable federal, local, and nonprofit financial regulations, (including proper documentation and reporting of restricted donations, grant expenditures, and donor contributions).

6. Oversees the implementation of resilient internal financial controls and electronic recordkeeping systems, maintaining transparency, regulatory adherence, and compliance with exempt nonprofit status.
