Cyber Security Team Lead, US State Department Monitoring, Evaluation and Audit Services for Reporting (MEASURE) in Ukraine Project

Responsibilities
- Lead the evaluation design and execute the evaluation work plan.
- Participate in the evaluation inception meeting with EUR/ACE and the implementing IMs.
- Lead a team planning workshop (TPW) with evaluation team members (remote) to review the approved evaluation design/ work plan, including research approach and methods, roles and responsibilities of team members, activity timeline and deliverables.
- Head the drafting of instruments for EUR/ACE review, with inputs from subject matter experts, including pretesting and finalizing the instruments.
- Oversee local evaluators and subject matter experts, including training them on instruments and reviewing notes of interviews and group discussions to ensure high-quality data.
- Participate in data collection with other evaluation team members.
- Facilitate weekly check-in calls with evaluation team members and the evaluation manager to share information and insights.
- Serve as the lead author for drafting and finalizing the draft and final evaluation report, including responding to comments from EUR/ACE and IMs.
- Lead presentation(s) to EUR/ACE regarding findings, conclusions, and recommendations from the evaluation.
- A master’s degree in a field such as sociology, social research, security studies, or computer science is required.
- Minimum 10 years of experience monitoring and evaluating security programming.
- Security Clearance is required.
- Experience leading mixed method evaluations required.
- Experience designing and managing large databases and developing visualizations, analyzing trends and patterns required.
- Experience with do-no-harm participatory research required.
- Outstanding organizational, analytical, writing and oral presentation skills required.
- Outstanding oral and written proficiency in English required.
- Ability to travel required.
- Prolonged period of sitting or standing at a desk and using a computer.
- Ability to lift up to 25 pounds occasionally.
- Experience in Ukraine strongly preferred.
- Experience evaluating programming for U.S. embassies and Department of State offices and bureaus strongly preferred.
- Ukrainian language skills preferred.
