Senior Technical Writer

This role focuses on leading high-stakes federal proposal and RFP/RFI documentation for complex government programs within the marketing and advertising domain. You will be responsible for transforming highly technical and cross-functional inputs into clear, compliant, and persuasive proposal content that meets strict federal evaluation standards. The position involves close collaboration with capture managers, SMEs, and proposal teams across multiple disciplines, including cybersecurity, CRM systems, digital platforms, and analytics. You will play a key role in shaping narrative structure, ensuring compliance, and maintaining quality across all proposal deliverables. The environment is fast-paced, deadline-driven, and highly collaborative, requiring strong leadership and editorial precision. Accountabilities:

• Lead the writing, editing, and coordination of RFP, RFI, and proposal response efforts for federal Navy marketing and advertising programs.
• Translate solicitation requirements into structured compliance matrices, annotated outlines, and actionable content plans.
• Develop and maintain high-quality proposal sections including technical, management, staffing, past performance, and executive narratives.
• Collaborate with SMEs, capture teams, and partners across technical domains to gather, refine, and translate inputs into proposal-ready content.
• Ensure all proposal documents meet compliance requirements, formatting standards, evaluation criteria, and submission guidelines.
• Manage version control, review cycles, comment adjudication, and content quality assurance throughout the proposal lifecycle.
• Produce supporting materials such as templates, style guides, reusable content libraries, and documentation frameworks.
• Support final production activities to ensure timely, accurate, and high-quality submission of deliverables.

Requirements:

• 10+ years of experience in technical writing, proposal writing, or federal proposal development.
• Proven experience leading RFP/RFI responses or serving as a senior proposal writer, volume lead, or content lead.
• Strong understanding of federal procurement processes, including compliance matrices, evaluation criteria, and solicitation interpretation.
• Ability to translate complex technical inputs into clear, persuasive, and evaluator-focused content.
• Experience working with cross-functional SMEs across technical, operational, and digital domains.
• Strong writing, editing, organizational, and deadline management skills in fast-paced environments.
• Proficiency with Microsoft Office Suite and collaboration tools such as SharePoint, Teams, and Adobe Acrobat.
• Ability to manage confidential or sensitive proposal information with discretion.
• Strong communication and facilitation skills for remote, distributed teams.
• U.S. citizenship required.
• Bachelor’s degree in a related field or equivalent professional experience.
• Nice to have: experience with DoD or Navy-related proposals, CRM systems, cybersecurity frameworks, or marketing/lead generation programs.
