Education Qualifications
- Master's degree in education or a related field, Doctorate preferred
- Valid Texas supervisory certificate or other appropriate certificate/license
- Minimum of five (5) years of experience in public education, higher education, or an Education Service Center environment
- Central office and senior-level administrative experience required
- Experience supervising professional staff and managing multiple programs and budgets
- Broad knowledge of public education systems, accountability frameworks, and ESC operations
- Strong leadership, communication, and interpersonal skills
- Ability to manage and align multiple programs, budgets, and departments
- Demonstrated experience with strategic planning, performance management, and organizational improvement
- Ability to interpret policy, procedures, statutes, and regulatory requirements
- Capacity to lead complex initiatives in a fast-paced, high-accountability environment
- Assist the Executive Director in the planning, operation, and evaluation of all Center programs and services
- Provide leadership and direction to Associate Directors and other senior staff
- Ensure alignment of departmental goals with Board policy, Center priorities, and strategic plans
- Provides for the administration and demonstrates responsible fiscal control over all assigned budgets and follows assigned budget procedure associated with grants, federal, and local budgets
- Effectively manages and maintains facility needs to ensure the assigned department is conducive to effective personnel performance
- Monitor budget expenditures on a regular basis for appropriateness and adherence to timelines
- Ensure appropriate use of funds to accomplish program/services objectives
- Develop, monitor, and manage program budgets
- Support collaborative efforts to improve the overall efficiency and effectiveness of the Center
- Participate in policy and procedure reviews to ensure alignment with best practices and regulatory requirements
- Promote a positive organizational culture characterized by professionalism, collaboration, transparency, and shared leadership
- Assist in clarifying and pursuing a common vision for organizational improvement
- Serve as a representative of ESC Region 2 with LEAs, TEA, other ESCs, and community partners
- Support ESC-LEA-community relations that promote understanding of and support for Center programs and services
- Demonstrate professionalism, discretion, and ethical leadership in all external and internal interactions
- Demonstrate a professional attitude and employ professional ethics in relationships with external clients, internal staff, and the community
- Participate collaboratively with regional LEAs, other ESCs, and the Texas Education Agency representatives to enhance services and support to LEAs statewide
- Serve as a representative of ESC-2 displaying courtesy, tact, consideration, and discretion in all interactions with other members of the education community and with the public
- Develops ESC-LEA-Community relations which promote understanding of and support for the goals and objectives of the organization and the center
- Demonstrate self-confidence and poise in representing ESC-2 at community events
- Seek opportunities to learn about current and emerging programs and services to identify and anticipate service and product needs
- Provide executive oversight for the design, implementation, and evaluation of Center programs and services, ensuring effectiveness and alignment with LEA needs
- Support and monitor program performance across departments using data, metrics, and continuous improvement practices
- Participate in Planning and Performance Management (PPM) initiatives, contributing to center-wide goal setting, tracking, and reporting
- Promote innovation and support the development of new programs, services, and funding strategies
- Assist in the development, monitoring, and oversight of Center budgets, including local, state, federal, and grant funds
- Ensure responsible fiscal control, compliance with funding requirements, and appropriate use of resources
- Monitor budget expenditures for accuracy, timelines, and alignment with program goals
- Support facility planning and resource allocation to ensure effective staff performance
- Supervise, coordinate, and evaluate the performance of assigned personnel and senior leadership
- Support workforce planning, personnel selection, and leadership development across the Center
- Promote accountability, collaboration, and professional growth among staff
- Ensure personnel practices are consistent with policy, law, and organizational standards
