Statement of Work
LADBS solicits for one (1) Systems Architect (Microsoft Azure Cloud Engineer/Specialist) to join the LADBS development team and assist the City with the assessment, modernization, migration, conversion, implementation, and deployment of legacy applications and application code bases for up to 12 months. Modernizing LADBS applications is critical to improving application performance, scalability, security, reliability, and long-term maintainability. The selected Contractor will provide specialized technical expertise in modernizing legacy .NET Framework applications and converting them to modern .NET/.NET Core applications and cloud-based services hosted within the Microsoft Azure environment.
Primary responsibilities will include establishing and improving CI/CD processes, automating application builds and deployments, migrating applications and services to Azure App Services, implementing secure application configuration through Azure Key Vault, and utilizing Azure monitoring and logging services. The Contractor will also assist with the integration of Azure AI services and APIs, evaluate and implement appropriate Azure cloud resources, and leverage modern development tools such as GitHub, GitHub Actions, and GitHub Copilot to improve software development, code migration, problem resolution, and application modernization efforts. Candidates must possess the required Microsoft certifications

- Microsoft Azure architecture, administration, and cloud services.
- Azure App Services and deployment of applications to the Azure cloud.
- CI/CD pipelines, DevOps automation, Azure DevOps, and GitHub Actions.
- Migration and conversion of legacy .NET Framework applications to modern .NET/.NET Core.
- C# and .NET application development, troubleshooting, and modernization.
- Azure Key Vault and secure application configuration and credential management.
- Azure Storage and related cloud services.
- GitHub and GitHub Copilot for software development, code analysis, migration, and troubleshooting.
- Azure AI services and API integration.
- Application monitoring, diagnostics, logging, security, scalability, reliability, and performance.
- Application modernization and cloud architecture.
- At least five (5) years of professional experience in software development, application modernization, cloud engineering, or closely related technical work.
- Microsoft Certified Professional (MCP) certification is required. In addition to the MCP certification, the candidate must possess at least one (1) of the following certifications: Microsoft Certified: Fabric Analytics Engineer Associate (DP-600); Microsoft Certified: Power Platform Fundamentals PL-900); Microsoft Certified: Azure AI Fundamentals (AI-900); Microsoft Certified: DevOps Engineer Expert (AZ-400); or Microsoft Certified: Power BI Data Analyst Associate (PL-300).
