Creator Network Partner Growth & Incubation Manager - TikTok LIVE - Dubai (Chinese Speaking)

Responsibilities

The LIVE MENA Operations team is dedicated to building a scalable, healthy, and high-performing TikTok LIVE ecosystem. By working closely with agencies and partners, we support long-term growth through content innovation, monetization enablement, and community development.

We are seeking a LIVE Partner Manager based in Dubai to drive Creator Network Management, incubation, and methodology replication across the MENA region. This role goes beyond standard business development; it requires hands-on operational and incubation expertise to build creator networks from the ground up, establish high-performing agency benchmarks, and scale best practices across the broader portfolio.

Responsibilities:
1. 0 to 1 Creator Network Incubation & Execution
- Deeply engage with the local MENA market to identify and onboard high-potential emerging agencies and talent organizations.
- Design and implement "0-to-1" growth pathways, providing hands-on support to help new partners build their teams, recruit, and activate early-stage creators.
2. Creator Network Management & Business Reviews
- Deep dive into creator network's operations and provide in-depth guidance on daily management , setting clear monthly & quarterly targets across creator growth, activity, and revenue.
- Run structured business reviews (weekly check-ins and monthly performance reviews), tracking progress against targets and converting performance gaps into concrete action plans.
3. Benchmark Creation & Methodology Codification
- Dive deep into frontline operations to incubate success stories, extracting and codifying reproducible agency incubation benchmark cases, standard operating procedures (SOPs), and operational methodologies.
4. Scale, Replication & Enablement
- Horizontally deploy mature methodologies and success stories to other regional agencies through bootcamps, workshops, and enablement programs.
- Elevate the operational capabilities and commercial output of the wider agency and creator matrix while maintaining ecosystem governance, compliance, and safety standards.
5. Cross-functional Collaboration & Ecosystem Building
- Partner closely with Marketing, Campaigns, Product, and Data teams to drive regional growth initiatives, incentive campaigns, and policy education.

Qualifications

Minimum Qualification(s):
- Bachelor's degree or above.
- Experience in account management, partner management, creator operations, or ecosystem building within digital media, social platforms, entertainment, or the creator economy.
- Hands-on experience working with agencies, MCNs, talent managers, or creator-facing organizations.
- Strong communication and relationship management skills, with the ability to influence partners and drive actionable outcomes.
- Comfortable using data to manage performance, including agency KPIs setting, AI report creation, and basic analysis in Excel or Google Sheets.
- Fluency in Chinese and strong working proficiency in English to collaborate effectively with Chinese-speaking and international stakeholders across relevant business units.

Preferred Qualification(s):
- Proven hands-on experience building agencies/MCNs from 0 to 1, designing incubation bootcamps, or codifying industry operational methodologies (with successful benchmark cases preferred).
- Strong cross-functional collaboration sense, working effectively with Marketing, Content, Product, Operations, and Data teams.
- Strong analytical skill set, including comfort with dashboards and Business Intelligence tools, translating insights into action for partners.
- Familiarity with TikTok LIVE, live streaming ecosystems, or monetization products for creators.
