Job Summary
This position plans, organizes, and directs all operations of the statewide VA Star program. This position collaborates on an ongoing basis with PWCS Information Technology Services, including Instructional Technology Coaches (ITCs) and Technical Support Specialist (TSSPECs). This position performs work in concert with the mission of Prince William County Public Schools (PWCS) and the mission of the Education Foundation (SPARK).
Salary Range: $85,871 - $139,198 annually, plus a comprehensive benefits package.
Essential Responsibilities Specific to This Job
• Works collaboratively with all stakeholders in the management and expansion of the VA STAR program around the Commonwealth of Virginia especially to jurisdictions in need of technology
• Manages the VA STAR program
• Manages the www.VASTAR.org and www.VASTAR.org/digitalbadges websites
• Develops and implements Digital Badging program
• Orders software licenses and hardware supplies
• Manages resources (money and in-kind)
• Prepares and administers the VA STAR budget, to include preparation of inventory reports as required by SPARK
• Conducts data collection of the number of computers distributed and the value of them
• Provides data to the SPARK auditor for inclusion in the SPARK annual audit
• Establishes criteria for schools statewide to participate in the VA STAR program
• Ensures ongoing evaluation of participating VA STAR schools statewide to determine if they are meeting criteria
• Develops fundraising/grants/resources
• Continues to identify strategies to grow and maintain program statewide
• Develops a marketing plan to support grants and fundraising opportunities
• Participates in Chamber of Commerce committees, such as education and STEM, that correlate with the mission of the VA STAR program
• Coordinates general assembly lobbying efforts at all VA STAR sites statewide
• Lobbies elected state officials and VDOE staff regarding their support of VA STAR funding
• Meets with the Virginia Secretary of Technology, STEM-H Director, Secretary of Education and other Governor's office officials as necessary
• Provides updates of VA STAR program activities to both the House and Senate Education/Finance Committees as necessary
• Administers all aspects of the statewide VA STAR program
• Identifies sources of computers to be donated to the VA STAR program
• Procures computer equipment
• Creates new sources of computer equipment to be donated statewide
• Manages inventory of donated equipment
• Manages warehouse inventory and space
• Manages the e-waste generated by non-usable donated equipment
• Educates local jurisdictions about sustainability
• Develops training materials for all VA STAR sites
• Attends Bridging the Gap events in schools around the state
• Administers mini-allocations to VA STAR sites around the state
• Travels to VA STAR sites to deliver equipment and conduct training to new VA STAR sites
• Coordinates event calendars with elected officials
• Manages and secures funding for the VA STAR computer refurbishment program
• Develops and implements a comprehensive marketing plan to maximize equipment procurement and fundraising opportunities around the state
• Coordinates events to recognize donors and business partners that assist VA STAR
• Communicates routinely with all VA STAR coordinators statewide

• Interpersonal communication skills are essential, and effective organizational skills along with an ability to multitask and be proactive
• Knowledge of the operation of computers, networking systems, Microsoft operating systems and technologies, methods, hardware, software, and practices
• Ability to read, write, and work with minimal supervision
• Ability to maintain adequate records of all work performed
• Ability to use hand tools, testing equipment, and other technology materials
• Ability to manage budget and in-kind donations including inventory
• Ability to troubleshoot and diagnose problems relating to the operation of networked computer hardware and software including Microsoft operating systems, iOS, and basic concepts of Mac OS
• Ability to comply with all safety rules and regulations
• Familiarity with, or experience in, writing and submitting grant proposals
Education Requirement
Bachelor's or equivalent in an Information Technology related field
Work Eperience Requirements
Some portion experience in public education as a teacher is beneficial
Some portion technical work experience in Information Technology to include end user deskside and remote support preferred
Some portion in integrating technology in the classroom is desirable, including using computers and peripherals
Certification and License Requirements
Virginia Teacher License preferred
