Land Reuse Project Manager II

The Project Manager II will lead the development and implementation of the Land Reuse Department's land-based project initiatives and related property pipelines. This role is responsible for identifying, evaluating, preparing, and advancing properties and assemblages for community reuse opportunities, coordinating with internal departments and external stakeholders, and ensuring projects move efficiently from concept through disposition. The employee will work closely with departmental leadership and City partners to develop program processes, expand land-based project opportunities, address barriers to implementation, and support broader neighborhood revitalization goals.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Coordinate the endtoend development of landbased project pipeline, including identifying and evaluating potential sites and assemblages, advancing property readiness activities, coordinating title review and required approvals, facilitating interagency collaboration, and addressing barriers to project implementation and disposition.
• Communicate regularly and effectively with Detroit block clubs, community groups, and neighbors
• Assist with evaluating and measuring the effectiveness of programs/projects, identify areas for improvement, and make recommendations
• Coordinate and track DLBA temporary licensing agreements for city departments and other partners
• Develop internal and external processes for new and existing Land Reuse Programs.
• Support the preparation of vacant lots for sale through activities including, but not limited to, clearance of delinquent taxes, resolve title issues securing necessary City approvals, preparing deal sheets, coordinating with City planning partners, correcting data errors, and other work
• Maintain uptodate documentation related to program activities
• Create and maintain written communications aimed at a variety of audiences
• Monitor the progress of properties under preparation for sale to identify, triage, and resolve issues, working closely with the Land Reuse Manager r and departmental leadership when necessary
• Assess a high volume of properties for listing potential by taking into account a range of factors to make determinations
• Effectively translate overarching guidelines and directives into perproperty action
• Prepare internal and external reports related to property and pipeline statuses
• Accurately maintain, track, and update high volumes of data related to the DLBA’s property inventory and sales pipelines
• Represent the DLBA in public engagement events
• Perform other duties as assigned by the Manager

• Indepth knowledge of Detroit communities and respect for diverse cultures/lifestyles.
• Bachelor's degree in public administration, urban planning, community development, business administration or a related field, or equivalent experience.
• At least two (4) years of interagency coordination and project management experience strongly preferred.
• At least four (4) years of experience in economic development, real estate, project management, planning, public administration or other related professions.
• Must have strong organizational, analytical, diagnostic, and problemsolving skills
• Strong organizational and timemanagement skills required
• Knowledge of Salesforce database, strongly preferred
• Strong written and oral communication skills are required
• Proven track record of working in a highly dynamic and fastpaced environment
• Ability to maintain a close attention to detail while working at high volumes.
• A selfstarter with the ability to handle multiple projects at any given time.
• Proficient in MS Office Suite of products (Word, Excel, Powerpoint, Access, Outlook).
• Possession of valid Michigan driver's license

While performing the duties of this job, the candidate must be able to move up to 30 pounds floor to waist and pushing/pulling up to 30 pounds a distance of up to 100 feet. Must have ability to travel to and from various locations throughout the City of Detroit utilizing personal vehicle.
