Senior GIS Programmer / Systems Analyst with State Client

We are seeking an experienced Senior GIS Programmer / Systems Analyst to support a government client s Enterprise GIS environment and application development initiatives. The selected candidate will work with the Office of Information Technology s GIS Program and the Office of Planning to design, develop, enhance, and support GIS applications, databases, and custom solutions. The role will focus on upgrading and developing an Agricultural Preservation Model, including the migration of a custom ArcMap Add-In (C#/Python) to an ArcGIS Pro Add-In.

The ideal candidate will have strong hands-on experience with GIS application development, ESRI ArcGIS technologies, ArcGIS Pro Add-In development, C#, Python, JavaScript, .NET, J2EE, SQL, relational databases, and enterprise GIS solutions. The candidate should have experience supporting GIS systems, performing code reviews, database development, and delivering technology solutions in a government or enterprise environment.

Location: Towson, MD (Hybrid approximately 60% onsite / 40% remote as coordinated with the hiring manager)

Key Responsibilities

• Perform GIS application development and support activities within an Enterprise GIS environment.
• Design, develop, enhance, and maintain GIS applications and related solutions.
• Support the upgrade of existing GIS solutions, including migration of custom ArcMap Add-Ins to ArcGIS Pro Add-Ins.
• Develop and maintain GIS-based applications using C#, Python, JavaScript, HTML, .NET, and J2EE technologies.
• Perform code reviews, technical documentation, application planning, and software development activities.
• Design, develop, and maintain database solutions, including SQL development, triggers, and stored procedures.
• Work with ESRI ArcGIS technologies including ArcGIS Server, ArcGIS APIs, ArcGIS JavaScript API, Esri SDKs, and ArcSDE.
• Develop GIS models using ArcGIS Model Builder and Python scripting.
• Create and maintain reports using SSRS and Power BI.
• Collaborate with technical teams, business stakeholders, and government users to deliver GIS solutions.

Required Qualifications

• Minimum 5 years of experience developing and modifying applications using:
• J2EE
• .NET
• JavaScript
• HTML
• C#
• Python
• Minimum 3 years of experience working with ESRI ArcGIS technologies, including:
• ArcGIS Server
• ArcGIS APIs
• ArcGIS JavaScript API
• Esri SDKs
• ArcSDE
• Experience with:
• ArcGIS Model Builder
• Python development
• SQL, triggers, and stored procedures
• Relational database concepts (Oracle and SQL Server preferred)
• Experience developing reports using SSRS and Power BI.
• Strong analytical, problem-solving, documentation, and communication skills.

Preferred Qualifications

• Bachelor s degree from an accredited college or university in Business, Computer Science, or a related field.
• Five years of experience in systems analysis, change management analysis, project management, program analysis, or related technical disciplines.
• Recent experience supporting government or public-sector organizations.
