Global E-Commerce's Governance and Experience team builds the policies, products, and operating mechanisms that keep TikTok Shop safe and trustworthy for buyers, sellers, and creators. The Creator and Content Governance team protects the integrity and quality of shoppable short-form video and livestream content while enabling sustainable creator growth.
We are seeking a strategic and dynamic leader to serve as the Head of Content Governance for TikTok Shop in the United States. This role will be responsible for setting the vision and leading the execution of our content and creator policy framework to ensure a safe, trustworthy, and engaging shopping experience for users and creators alike. In this role, you will bring deep policy expertise, strong cross-functional leadership, and a proactive approach to managing emerging risks and evolving content standards.
Responsibilities:
- Develop and lead Content Policy Strategy: Define the vision and strategic roadmap for TikTok Shop Content for United States Marketplace . Oversee the entire policy lifecycle - including development, launch, iteration, and retirement - ensuring policies effectively address content safety, creator conduct, platform integrity, and emerging risks, informed by data analysis and proactive risk assessment.
- Lead a High-Performing Policy Team: Recruit, mentor, lead, and inspire a team of US Content policy professionals, fostering a collaborative culture focused on deep expertise, critical thinking, operational impact, and continuous professional development.
- Drive Cross-Functional Collaboration: Serve as the primary TikTok Shop Content policy expert, partnering closely with and influencing Legal, Product, Trust & Safety, Engineering, Operations and Data Science to ensure policies are clearly understood, technically feasible, operationally scalable, consistently enforced, and effectively communicated.
- Innovate Risk Detection & Governance Strategy: Proactively identify and assess emerging content risks while leveraging market intelligence, cultural trends, and user behavior data. Drive data-informed content strategies through A/B testing and high-impact research. Lead the transformation of governance practices by adopting advanced technologies, including large language models (LLMs), to enhance risk detection, content quality, and team efficiency.
- Champion Globalization Strategy & Mindset: Champion a globalization mindset by aligning content and creator governance with international standards and cultural nuances. Drive scalable policy frameworks and operational strategies that support both local relevance and global consistency, ensuring TikTok Shop's content ecosystem resonates across diverse markets.
Qualifications
Minimum Qualification(s):
- Bachelor's degree or above.
- 10+ years working experience, with 4+ years practical experience in Content Health & Safety, Creator Governance, Trust & Safety, Internet Safety, Ecosystem Health or related fields.
- 3+ years of experience leading and managing high-performing teams in similar functions.
- Proven track record of developing, implementing, and enforcing end-to-end policies and strategies for content safety and governance.
- Highly proactive, results-oriented, and action-driven, with strong critical thinking skills and the ability to excel in fast-paced, matrixed environments.
- Exceptional stakeholder management skills, with the ability to influence and collaborate across cross-functional teams, including executive stakeholders.
- Strong business judgment with the ability to translate product, policy, and data insights into strategic decisions.
Preferred Qualification(s):
- Demonstrated leadership capabilities in building, developing, and motivating teams toward high performance.
- Hands-on experience applying AI/LLM technologies to content policy and governance, including policy development, risk detection, automated review, or governance strategy optimization.
Job Information
[For Pay Transparency] Compensation Description (annually)
The base salary range for this position in the selected city is $189800 - $360000 annually.
Compensation may vary outside of this range depending on a number of factors, including a candidate's qualifications, skills, competencies and experience, and location. Base pay is one part of the Total Package that is provided to compensate and recognize employees for their work, and this role may be eligible for additional discretionary bonuses/incentives, and restricted stock units.
Benefits may vary depending on the nature of employment and the country work location. Employees have day one access to medical, dental, and vision insurance, a 401(k) savings plan with company match, paid parental leave, short-term and long-term disability coverage, life insurance, wellbeing benefits, among others. Employees also receive 10 paid holidays per year, 10 paid sick days per year and 17 days of Paid Personal Time (prorated upon hire with increasing accruals by tenure).
