6-12 Month Contract

Hybrid in Fort Worth, Texas (3 days onsite)

We are seeking a senior-level Program Manager to lead complex, fast-paced IT initiatives across distributed technical teams. This role is responsible for driving project execution across the full lifecycle, aligning cross-functional stakeholders, managing scope, budget, risks, and delivery timelines, and ensuring technical teams have the structure, documentation, and reporting needed to deliver successfully.

Key Responsibilities

• Lead multiple concurrent IT initiatives from initiation through planning, execution, monitoring, and closure.
• Develop and manage detailed project plans, milestones, scope, budget, status tracking, and delivery schedules.
• Ensure projects are delivered on time, within scope, and within budget.
• Establish and maintain project vision, working standards, team agreements, and delivery practices.
• Identify project risks, create mitigation strategies, resolve issues, and troubleshoot problems throughout the project lifecycle.
• Communicate project progress, budget and cost updates, resource utilization, change requests, issues, risks, and mitigation plans in a proactive and executive-ready manner.
• Translate complex technical concepts for business, technical, and leadership stakeholders.
• Use data analytics to monitor project performance, optimize processes, and support informed decision-making aligned to strategic goals.
• Provide leadership, coaching, and team-building support for geographically distributed teams.

Minimum Qualifications

• Bachelor’s degree in Computer Science, Computer Engineering, Information Systems, Technology, Engineering, or a related technical discipline; equivalent experience or training may be considered.
• 11+ years of experience in technical project management, delivery management, or a related IT leadership role.
• 5+ years of technical project management or delivery management experience supporting cybersecurity, IT infrastructure, or engineering teams.
• Experience facilitating Agile ceremonies, including backlog refinement, sprint planning, daily stand-ups, reviews, and retrospectives.
• Experience owning technical documentation, project status reporting, and intake-to-delivery tracking.
• Demonstrated experience facilitating Agile ceremonies and managing technical delivery using Azure DevOps, Jira, Rally, or similar tools.
• Strong requirements intake, user story development, acceptance criteria writing, status management, and executive communication skills.
• Experience creating and maintaining technical documentation, training materials, runbooks, SOPs, and knowledge base content.

Required Skills and Experience

• Strong technical project coordination and delivery management skills across concurrent workstreams.
• Hands-on Agile facilitation experience using Scrum, Kanban, or similar delivery methods.
• Experience managing backlogs and project delivery in Azure DevOps or equivalent tools such as Jira or Rally.
• Ability to elicit requirements from technical and business stakeholders and translate them into clear user stories with testable acceptance criteria.
• Experience producing recurring project status reports and executive-ready summaries for leadership.
• Ability to author and maintain technical documentation, including runbooks, SOPs, process documentation, architecture documentation, and knowledge base content.
• Experience defining role-based training requirements and developing or maintaining related training materials.
• Experience with diverse computing platforms, including mainframe, client/server, web, cloud, and social media technologies.
• Understanding of DevOps toolchain methodologies, including Continuous Integration and Continuous Deployment.
• Proficiency with Microsoft Project, Excel, Word, PowerPoint, and project management software.
• Strong leadership, communication, stakeholder management, analytical, estimating, and problem-solving skills.
• Ability to think strategically, execute tactically, and build effective relationships with team members, customers, and external partners.

Preferred Qualifications

• Working familiarity with PKI and certificate lifecycle concepts, SIEM or security analytics, or endpoint platforms.
• Exposure to aviation, operational technology, cyber-physical systems, or embedded systems environments.
• Experience using AI or agentic tools such as Claude or Microsoft Copilot to accelerate documentation, requirements drafting, and reporting.
• Knowledge of aviation security standards such as DO-326A, DO-355A, or ATA Spec 42.
• Familiarity with NIST risk frameworks, including NIST 800-30 or the Cybersecurity Framework.
• Experience coordinating vendor or third-party risk activities using OneTrust or similar platforms.
• Experience with Microsoft 365, Teams, SharePoint, Power BI, or similar collaboration and reporting tools.
• Instructional design or technical writing background.
• Certified ScrumMaster, Professional Scrum Master, PMI-ACP, or PMP certification preferred.
