Pay Rate: $65.00 - $80.00per hr.

The Technical Program Manager 2 is a specialist level professional role that is responsible for the success of assigned programs/projects. This position works with product managers, development managers, and other key stakeholders, as well as architects and software and infrastructure engineering resources. This position ensures that the solution meets quality expectations in terms of timeline, cost, architecture, and performance. The incumbent coordinates the activities of inter-division/departmental teams to successfully complete the development of extremely complex business technology solutions. These solutions consist of very large and elaborate sets of variables that require a high degree of technical competency and superb leadership skills. Programs/Projects managed are difficult, and often are unprecedented in the industry and many have global impact to the organization's operations. This position acts as a member of the team leadership and provides direction to and coordinating the efforts of engineering and project administration resources. This person interacts closely with key stakeholders to gather system requirements, establish budgets and timelines, and communicate project status.

Responsibilities

• Provide leadership during solution development and deployment
• Ensure the requirements of the program/project from inception to delivery are identified and followed
• Assist program leaders in validating project/program scope, schedule, resource plans and statements of work
• Define the tasks and priorities within a program/project
• Working with functional managers, identifies project managers and engineering team members
• Champion development processes to complete solutions according to commitments and approved standards
• Participate with development team leadership in oversight, prioritization and delivery of work products including iteration and release planning
• Lead project reviews to assess schedule, solution architecture and process adherence.
• Provide continuous assessment of project risks with mitigation approaches and dependency management

Required Skills

• Bachelor's degree in related field or equivalent professional experience
• Six years of technical program or project management experience. This experience should be in areas pertinent to the organization's Information Technology (IT) directions – i.e. java development, network engineering, infrastructure development, etc. including three years is a management or leadership role with responsibilities for project management
• Relevant hands-on experience as a software developer, network engineer, systems engineer or security analyst
• Enterprise process and system learning: Ability to rapidly learn complex business processes, operating models, and supporting systems, then translate them into clear workflows and practical guidance.
• Training and enablement: Ability to design and deliver role-based training, onboarding materials, job aids, and working sessions tailored to different audiences while maintaining a consistent program narrative.
• Process analysis and issue resolution: Ability to investigate individual user or portfolio problems, distinguish between process, data, configuration, and knowledge issues, and coordinate or implement practical resolutions.
• Experience using generative AI to support and drive business objectives and daily work
• Track record of executing complex projects – particularly enterprise-level applications
• Excellent verbal, written, and presentation communication skills
• Demonstrated ability to build collaborative relationships
• Ability to negotiate and positively influence people at all levels of the organization
• Excellent analytical skills

Preferred:

• Master's degree
• Experience with Apptio or a comparable enterprise portfolio, financial management, or
• value-management platform
• Familiarity with Strategic Portfolio Management, prioritization or IT financial planning
• Experience with organizational change, user adoption, instructional design, or adult learning
• Experience supporting portfolio leaders, business operations teams, financial analysts, or other nontechnical business stakeholders
• Recognized project management certification

Worthiness Qualifications:

• Must be a member of The Church of Jesus Christ of Latter-day Saints and currently temple worthy.
