Senior Director, Health Technology & Data Strategy

POSITION SUMMARY:

The Senior Director of Health Technology and Data Strategy is a hands-on strategic leader responsible for advancing CHC/ACT’s technology, data, analytics, and digital health capabilities while supporting Connecticut’s community health centers in maximizing the value of their technology investments. Serving as both a trusted advisor and working technical leader, this role translates clinical, operational, and financial needs into practical technology and data strategies; develops network-level analytics and reporting; and provides guidance on EHR optimization, interoperability, AI, digital health, IT infrastructure and data governance. The Senior Director serves as Project Director for CHC/ACT’s Health Center Controlled Network (HCCN), providing strategic direction and subject-matter leadership to align HCCN priorities and initiatives with the evolving technology and data needs of the health center network. The Senior Director also provides leadership and supervision to assigned staff, establishing clear priorities, supporting professional development, and ensuring accountability for high-quality execution aligned with CHC/ACT and HCCN objectives. The Senior Director fosters collaboration across the network to identify shared challenges, strengthen technology maturity, and develop scalable solutions that improve operational performance, clinical care, and organizational sustainability.

ESSENTIAL FUNCTIONS:

Network Collaboration

• Serve as Project Director for the HCCN grant, providing strategic leadership and oversight of technology, data, and informatics priorities with the HCCN Senior Manager.
• Convene EHR user groups, IT and informatics peer networks, and shared vendor escalation
• Create mechanisms for centers to share tools, policies, vendor experiences and lessons learned, and support HCCN deliverables and technology-related grant activity

Strategy and Advisory

• Supervise and develop direct reports, establish priorities and performance expectations, allocate work effectively, and ensure accountability for timely, high-quality results.
• Serve as a technology advisor to CHC/ACT leadership and to technology, informatics and executive leaders across the network
• Help centers identify technology gaps and priorities and develop roadmaps appropriate to their size, resources and technology maturity
• Continually assess the evolving health technology and data landscape and recommend short- and long-term strategic priorities, objectives, and activities for the HCCN program and for advancing data use across individual health centers and the network.

Data and Analytics (primary hands-on area)

• Build and maintain network-level dashboards and reporting, and provide direct technical assistance to individual centers in their own reporting platforms
• Help centers identify analytics gaps and define the business and clinical questions data should answer
• Provide guidance on analytics platforms, data governance and integration, and identify opportunities for shared measures, tools or resources across the network

EHR, Digital Health and AI

• Provide guidance on EHR optimization, interoperability, integration and vendor relationships, and identify common challenges across the network for shared learning
• Lead CHC/ACT’s approach to responsible AI adoption, including governance, readiness, use-case prioritization, vendor evaluation, and implementation
• Advise on digital health tools such as telehealth, patient engagement and digital access, and ambient clinical documentation.
• Help centers obtain greater value from technology they already own before pursuing additional investment

EDUCATION AND/OR EXPERIENCE:

Required qualifications

• Bachelor’s degree required in Health Information Technology, Health Informatics, Data Analytics, Information Systems, Computer Science, Healthcare Administration, Public Health, or a related field.
• Master’s degree in a related field preferred.
• Demonstrated ability to build trusted relationships, facilitate collaboration, develop consensus and lead complex initiatives across independent organizations and diverse stakeholder groups without direct reporting authority
• Proven ability to translate clinical, operational and financial business problems into technology strategies and solutions
• Track record of optimizing existing technology investments by improving configuration, workflow and adoption before recommending new acquisition
• 7+ years in healthcare IT, informatics, or analytics, including 3+ in a leadership or supervisory role
• Deep working experience with at least one major ambulatory EHR and working familiarity with others
• Genuine hands-on analytics capability in SQL and at least one BI platform
• Sufficient understanding of cybersecurity, infrastructure and IT operations to advise, identify risk, and escalate to specialists
• Healthcare experience required; FQHC or community health strongly preferred

Preferred

• Relevant professional certifications in health information technology, health informatics, data analytics, data management, healthcare technology, cybersecurity, or related disciplines preferred.
• Experience across multiple EHR environments
• UDS reporting, quality measure specification, and data validation
• AI and automation evaluation experience
• Prior PCA, HCCN, ACO, or multi-organization network experience
