Your Role
The Network Engineer plays a critical role in supporting the Technology Foundations component of the ICRC's mission by ensuring the design, implementation, and maintenance of a robust, secure and reliable network infrastructure. This infrastructure connects data centers, regional hubs and field delegations enabling seamless communication and collaboration to support the ICRC’s mandate of protecting and assisting victims of armed conflict and other situations of violence.
They ensure the smooth running of operations in accordance to the defined SLA and take actions to correct in an independent manner. They liaise with various ICT stakeholders (project managers, product owners and external actors) to integrate and support solutions.
Main Activities & Functional Responsibilities
Operation and Evolution
- Design, deploy, and maintain a secure, scalable, and highly available network infrastructure (SD-WAN, ZTNA, firewalls) ensuring uninterrupted connectivity across data centers, regional hubs, and field locations.
- Support real-time and low-latency applications, proactively monitor network performance, availability, and incidents, and deliver 24/7 service in line with operational procedures and on-call requirements.
- Provide support for proprietary and open-source network solutions and assist ICT teams in the field with centrally managed services.
- Resolve incidents and service requests within agreed SLAs/OLAs, proactively manage and monitor ticket queues and backlogs, and guide stakeholders by anticipating needs, solving problems, and advising on relevant technologies.
- Design, implement, and maintain Infrastructure as Code (IaC) solutions (e.g., Terraform, Ansible) to automate infrastructure provisioning and management, improving operational efficiency, consistency, and scalability.
- Monitor and respond to security threats, vulnerabilities, and incidents, perform regular system updates, patching, and maintenance, and ensure adherence to organizational policies, industry regulations, and data protection best practices.
- Provide technical orientation and knowledge sharing on network technologies and solutions, ensuring teams are aligned and capable of effectively using and supporting the infrastructure (implicit documentation and knowledge transfer embedded in support and guidance activities).
- Internally, interacts with staff in all ICT units, particularly the ICT Security Expert and the Change Advisers.
- Externally, interacts with ICT service providers and suppliers, the UN, other international organizations and NGOs.
- Bachelor’s degree in computer science, Information Technology, or a related field (or equivalent work experience).
- Relevant certifications such as CCNP, CCIE, Fortinet NSE or equivalent are highly desirable.
- ITIL, DevOps and Agile (e.g SAFE) certification is an asset.
- Excellent command (spoken and written) of English.
- Minimum 3 years’ experience in a similar position.
- Experienced in proprietary network components (e.g.: Fortinet).
- Knowledge of ITIL practices and incident management frameworks.
- Understanding about the ZTNA (Zero Trust Network Access) principles and implementation.
- Solid understanding of networking protocols (e.g., TCP/IP, DNS, DHCP, BGP, OSPF) and network security best practices.
- Familiarity with Infrastructure as Code (IaC) tools like Terraform, Ansible. Experience with CI/CD pipelines and DevOps practices.
- Experienced in development & operation processes.
- Experienced in technical support processes.
- Open-source solutions would be considered as an asset (e.g: OPNsense).
