General Description

Performs all responsibilities commensurate with planning; documenting, developing and budget management related to the development of products from initial concept to implementation into production operations. Operates under the strategic direction of the Chief Information Officer.

Essential Job Functions

Using project team management concepts, formulates and defines the systems projects scope and objectives for County applications that are supported on, while serving as the primary point of contact for negotiation and communication of project status with the stakeholder(s) for the project. Works in concert with each functional project manager in the Department to ensure adherence to business and functional specifications throughout the Software Development Lifecycle (SDLC). Works to identify project requirements and identifies applicable resources. Determines overall project timelines and parameters. Based on approval from management, modifies project plans or activities to respond to the changing user or project needs. Ensures that deadlines are met with available resources. Defines tasks, resources, and time required to complete a medium to large size project, which could involve cross-organizational work groups. Manages multiple projects simultaneously and serves as key player on modules of large projects. Identifies areas of possible process improvements and proactively addresses problems. Supports all Department objectives, including OOD and project management methodology; business functional documentation; domain knowledge training and mentoring throughout the department; process analysis for the SDLC; planning and coordination of project initiatives; communication and coordination with staff, peer managers and supervisors. Assists in the formulation of long and short-term strategic plans for the Department. Controls expenditures within limit of defined budget. Provides input into the budget process. Interviews, hires, directs and evaluates employees. Manages outside vendor relationships for services. Performs related work as required.

Knowledge, Skills And Abilities

Knowledge of software development and technical project management. Knowledge of a full life cycle, client-server and n-tier architecture. Knowledge of team initiatives and project management processes in a technical teamwork environment. Strong knowledge of project planning principles, deliverables, project planning tools, and software development estimating and metrics. Strong interpersonal and communication skills, both written and verbal. Strong leadership skills and ability to deal with ambiguity. Knowledge of the following technologies: OOD; UML; Relational DBMS; Multiple Computer Platforms; Telecommunication Networks; Internet/Intranet; Visual Development Tools; Architectures (client/server, n-tier, thin client); and ASP Model. Ability to participate in the decision making process of software development. Ability to perform universal development, design and analysis that may require extensive research and technical decisions. Ability to lend expertise to product design in the area of functional business need and direction. Ability to give classes and speeches to others inside and outside of County. Ability to be an advocate for the County – answering questions during sales presentations, user groups, and technical forums (e.g. news groups).

Minimum Requirements

PHYSICAL SKILLS:

Ability to communicate effectively using speaking, hearing, writing, and vision skills.

Education, Training, And Experience

Graduation from an accredited four year college or university with a Bachelor’s Degree in MIS or related field. Six years of information technology experience including three years of experience managing multiple projects.

A comparable amount of directly related experience may be substituted for the minimum educational requirements.

Licenses, Certifications, Or Registrations

Project Management Professional (PMP) or other certification in Project Management or Methodology is preferred. Must possess a valid driver’s license.
