The Division of Technology Services (DTS) is supporting the State-Endorsed Digital Identity (SEDI) program, which establishes a cryptographically verifiable digital identity credential. SEDI is a high-priority, legislatively driven initiative with national visibility in the digital identity space.

This position is the primary technical contributor for the SEDI implementation. You will be embedded on a small, high-visibility team working at the intersection of identity protocols, backend services, and interoperability with state and regulatory systems. SEDI requires its own infrastructure components separate from other state digital credential programs, and this role will be central to building, integrating, and sustaining that infrastructure.

SEDI sits at the frontier of digital identity — the standards it will implement are actively maturing, and this role requires someone comfortable reading specs, engaging with contractor teams on technical details, and building pragmatic integrations before the ecosystem is fully settled. Deep prior experience with verifiable credentials is not expected — but a genuine interest in identity protocols and the ability to get up to speed quickly is essential. If you have built backend integrations in regulated or identity-adjacent domains, have strong instincts for debugging across layers (code, API, auth, infrastructure), and can communicate technical decisions clearly to non-technical stakeholders, this role is a strong fit.

  • IT Analyst II, $35.97 - $61.12 per hour
  • IT Analyst I, $28.18 - $47.92 per hour

Key Responsibilities

SEDI implementation

  • Serve as the primary technical contributor for the SEDI program: build and maintain the backend services, APIs, and infrastructure.

Identity protocol implementation

  • Implement and maintain SEDI-specific identity flows, including credential issuance, presentation, and verification; engage with vendors and contractors as technical counterparts.

API integration

  • Build and maintain integrations between the SEDI system-of-record and the issuance platform; consume and publish APIs using JSON/XML.

Authentication

  • Assist with implementation of authentication flows using SEDI credentials in state authentication systems, including UtahID SSO. Implement ways to bridge between OAuth 2.0, OpenID Connect and SEDI authentication mechanisms.

PKI/cryptographic knowledge

  • Conceptual understanding of public/private keys, signature verification, key anchoring.

Database support

  • Write queries, manage schema changes, and support operational needs

Infrastructure support

  • Work within Terraform-managed on-prem and cloud infrastructure (compute nodes, container services, databases, load balancers, and API proxies); coordinate with DevOps on deployments.

Stakeholder coordination

  • Translate SEDI integration requirements into technical specifications; work directly with stakeholders in various roles to support adoption and onboarding.

Documentation

  • Maintain technical documentation for SEDI integrations, deployment behaviors, and system architecture and data flows.

Qualifications

  • Java, Python, and/or Javascript — backend development in at least one; familiarity with both preferred.
  • Basic cryptographic concepts — public/private keys, digital signatures, key event verification
  • RESTful API design and consumption — build, debug, and document APIs; JSON/XML.
  • Relational database — query writing, schema understanding, data troubleshooting.
  • OAuth 2.0 / OpenID Connect — working knowledge of auth flows; hands-on integration experience.
  • Cloud infrastructure familiarity — AWS or GCP; understanding of compute, storage, load balancing, and managed databases.
  • Git and CI/CD — version control, branching, pull request workflow, basic pipeline concepts.
  • Analytical and troubleshooting skills — ability to diagnose issues across layers (code, API, database, network, auth).

Preferred Qualifications/Skills

  • Experience with digital identity, authentication, or credentialing systems (SSO, OAuth 2.0, OIDC, verifiable credentials).
  • Familiarity with Terraform or infrastructure-as-code concepts.
  • Experience with digital credential or verifiable credential protocols and standards (e.g., W3C VCDM, W3C DIDs, ISO mDL/mdoc, OID4VCI, OID4VP, KERI, ACDC, or similar standards).
  • Exposure to KERI/ACDC, did:webs, W3C VCDM, mDL/mdoc, or other emerging credential standards — even at a conceptual level.
  • Apigee or API gateway experience.
  • Government or public-sector experience.
