OVERVIEW
The IT Manager is responsible for the day-to-day and strategic operation of Quantum’s enterprise technology environment, ensuring core systems, infrastructure, and IT services reliably support engineering, production, global service operations, and ERP execution. The role establishes and governs global MSP partnerships to extend service coverage across European subsidiaries, and provides an informed interface between enterprise IT, operational technology, and product support functions.
DUTIES
Core duties include but are not limited to the following:
IT Team Leadership & Capability
- Own ticket queue performance, prioritization, and escalation across the team, and report service-level performance to upper management.
- Build and maintain internal IT capability appropriate to the company’s scale.
- Define and manage support roles, escalation paths, and knowledge retention practices to reduce key-person dependency.
ERP Operational Support
- Support the ERP system post-implementation, serving as the day-to-day IT point of contact for ERP related issues and ensuring IT infrastructure and connectivity requirements for ERP integrations are met.
- Coordinate and liaise with the ERP implementation partner according to their support agreement and the ERP support model.
- Act as the primary IT escalation point for ERP-related issues, ensuring stable operations without disrupting engineering or service delivery.
IT Infrastructure & Lifecycle Management
- Maintain IT infrastructure across US and EU sites, including servers, networking, end user devices, and business critical applications.
- Execute lifecycle management, patch management, and backup/DR monitoring across hardware, software, and connectivity.
- Ensure infrastructure reliability and supportability across global operations
- Flag infrastructure changes that exceed current scope or budget for review.
MSP & Vendor Coordination
- Serve as the operational point of contact for the EU MSP partner and respective technology vendor relationships, within negotiated MSP SLA terms.
- Track SLA performance and service quality and escalate gaps or risks to the Chief Operating Officer.
- Coordinate onboarding and day-to-day support handoffs with EU MSP, ensuring accountability and IT alignment.
IT / OT Boundary Support
- Operate within the IT/OT boundary framework, including maintaining clear day-to-day coordination with controls and engineering teams.
- Serve as the functional interface between IT infrastructure and controls/engineering teams.
Cybersecurity & Compliance Execution
- Own and enforce the enterprise cybersecurity posture, including endpoint security, access controls, vulnerability management, and alignment with applicable frameworks.
- Implement and document technical controls requirements, including CMMC Level 1 self-attestation, as directed by leadership.
- Maintain consistent security practices across US and EU operating environments and across IT/OT boundaries.
AI & Emerging Technology Support
- Maintain IT oversight of AI initiatives, including local LLM runtime, departmental agents, and vessel AI pilot programs, ensuring they operate within established data, infrastructure, and security guardrails.
- Foster collaborative IT engagement with the engineering team, as they build towards a dedicated AI product function with its own reporting line, mandate, and budget.
- Any and all duties as reasonably assigned.
SUPERVISORY RESPONSIBILITY
This position will be responsible for providing leadership, direction, and oversight for the IT Department, including supervising the IT Team consisting of employees across various technical disciplines. This position will also manage global IT contractors and MSP partners.
EDUCATION/KNOWLEDGE
- Bachelor of Science degree in IT, or related field or equivalent education, training, and experience is required.
- 7+ years of progressive IT leadership experience, with demonstrated ownership of enterprise IT environments in manufacturing, engineering, or industrial operating contexts.
- 3+ years managing IT teams consisting of employees across various technical disciplines.
- Working knowledge of CMMC, NIST, ITAR, and GDPR standards.
- Working knowledge of cybersecurity frameworks relevant to marine and defense industry requirements, including familiarity with SOC 2 and relevant export control obligations.
- Working knowledge of Windows Server, Active Directory/Azure AD, and M365 administration.
- Foundational networking knowledge of switches, routers, firewalls, and VPNs.
- Familiarity with patch management, backup/DR monitoring, and basic security hygiene practices.
- Experience with PowerShell or other scripting language.
- Experience managing ERP systems in a production and engineering environment.
- Experience with IFS enterprise software is a plus.
- Experience with IT infrastructure ownership across hybrid environments including on-premises, cloud-adjacent, and edge.
- Experience managing IT contractors and MSP relationships including SLA management and multi-site service delivery.
- Global and multi-entity IT management experience, including EU operations, is a plus.
- Experience in marine, manufacturing, production, or engineering environments is a plus.
- Fluency in German, Dutch, French, Spanish, or Italian is a plus.

- Excellent verbal and written communication skills, with the ability to effectively communicate complex technical concepts to non-technical stakeholders.
- Strong vendor and contract management skills, including the ability to negotiate, evaluate performance, and maintain productive business relationships.
- Ability to manage departmental budgets, allocate resources effectively, and support long-term technology planning.
- Exposure to multi-site or distributed IT environments.
TRAVEL
Although this role does not routinely travel domestically or internationally, willingness and ability to travel to European offices is required. This position may require occasional local travel within driving distance. A valid passport is a requirement. Travel is estimated to be 10%.
