About This Role

The Senior Project Manager is responsible for planning, organizing, and managing resources to achieve the successful completion of a portfolio of client projects across transportation, infrastructure, and vertical building programs in and around the Madison, Wisconsin market. This role supervises, directs, and coordinates design and construction management activities, serving as direct liaison with the owner, designers, and contractors regarding cost, schedule, quality, safety, and contract administration. The Senior Project Manager also maintains client relationships and participates in business development activities as required and may supervise the work of subordinate Project Managers.

We welcome candidates with backgrounds in roadway and highway construction, transit and transportation infrastructure, and/or vertical building programs such as university, institutional, or public facilities — the responsibilities below apply across asset types.

Key Responsibilities

Cost Management

  • Manages, controls, and monitors project costs during all project phases.
  • Develops and manages project budget and cash flow analysis.
  • Prepares and reviews cost estimates and identifies potential areas of cost savings.
  • Monitors Consertus fees and contract performance.

Schedule Management

  • Maintains the overall project schedule using CPM scheduling software (e.g., Primavera P6, MS Project) and works to ensure on-time completion.
  • Identifies schedule concerns, works with the project team to correct, and implements recovery/make-up schedules as needed.
  • Oversees the design team's deliverables and visits job sites to monitor progress and conformance with schedule.

Quality Management

  • Actively manages the construction process with a focus on quality, ensuring materials and products conform to specifications and applicable standards.
  • Performs design reviews and field inspections to confirm design intent and specifications are being met.
  • Develops and manages completion of corrective action items.

Contract Administration

  • Prepares contract agreements including scope of work, deliverables, fee structure, reimbursable expenses, and insurance/legal requirements.
  • Prepares and/or manages general contractor, consultant, and outside vendor agreements on behalf of the owner.
  • Manages permitting, inspection, and occupancy certificate processes; attends meetings on behalf of the owner as required.
  • Prepares and maintains documentation and project reports, and manages hours for each task against contract allocations.

Client Relations & Business Development

  • Maintains client relationships on an ongoing basis to enhance satisfaction and identify additional opportunities.
  • Assists with development of qualifications, proposals, and presentations; meets and presents to prospective clients.

Qualifications/Requirements

  • 10+ years of experience managing capital projects or programs, including at least 5 years in a lead Project Manager role overseeing project teams and/or subordinate PMs.
  • Experience managing projects in one or more of the following: transportation/highway infrastructure (state DOT, FHWA-funded, or municipal roadway programs), higher education or institutional building construction, or public/government facilities.
  • Bachelor's degree in civil engineering, construction management, architecture, or a related field preferred, or equivalent combination of education and experience.
  • Experience with public-sector or public-agency clients, including familiarity with public bidding, procurement, and contract administration processes.
  • Working knowledge of project controls fundamentals — cost management, CPM scheduling (Primavera P6, MS Project), and quality/risk management — regardless of asset type.
  • Experience serving as an owner's representative or construction manager, coordinating design teams, contractors, and regulatory agencies.
  • Familiarity with WisDOT processes, University of Wisconsin System capital planning, or comparable state/institutional frameworks is a plus, but not required.
  • Willingness and ability to travel to project sites across Wisconsin (and occasionally the broader region) as needed, including overnight travel.
  • PMP, PE, or CCM certification preferred but not required.
