Required Skills & Qualifications
- Bachelor's degree in Project Management, Business, Maritime Studies, Engineering or a related discipline. Or equivalent years of experience.
- Minimum 8 years of experience managing government, defense, maritime, or shipbuilding programs.
- Demonstrated knowledge of U.S. Navy shipbuilding, repair, modernization, and/or sustainment programs.
- Strong understanding of shipyard operations, production planning, engineering change management, and waterfront execution.
- Experience leading cross-functional teams including engineering, production, quality assurance, supply chain, and subcontractors.
- Ability to develop and manage program schedules, budgets, risk registers, and performance metrics.
- Familiarity with NAVSEA specifications, technical manuals, and shipbuilding standards.
- Experience managing subcontractors, vendors, and strategic partners in support of government contracts.
- Strong contract administration skills, including managing contract modifications, deliverables, and compliance requirements.
- Working knowledge of quality management systems, inspection processes, and corrective action programs.
- Ability to identify, assess, and mitigate program risks and issues while maintaining contract performance objectives.
- Exceptional written and verbal communication skills with the ability to interact effectively with government stakeholders, customers, and executive leadership.
- Strong organizational and leadership skills with the ability to manage multiple priorities in a fast-paced environment.
- Proficiency in Microsoft Office Suite, Microsoft Project, Planner, and other project management tools.
- Knowledge of Controlled Unclassified Information (CUI), ITAR, EAR, and cybersecurity compliance requirements.
- Project Management Professional (PMP) certification or equivalent.
- Prior military, NAVSEA, SUPSHIP, or government shipbuilding program experience.
- Experience working in a small business environment supporting federal contracts.
- Existing relationships within the Navy, shipbuilding, or maritime industrial base community.
- Experience supporting proposal development, Basis of Estimates (BOEs), and government solicitations and RFP responses.
- Experience preparing and presenting program status, cost, schedule, and technical performance reports to government customers and senior leadership.
