Minimum Qualifications

Acceptable Experience and Education

Bachelor’s Degree in Computer Science, Management Information Systems, Computer Engineering or related field and five (5) years of systems administration experience; with one (1) year of developmental supervisory or managerial experience in information technology management. Or any equivalent combination of education, experience and training which provides the required knowledge, skills, and abilities.

Certificates, Licenses, And Other Requirements

Must have or obtain by date of hire a valid driver's license applicable to job responsibilities, with a driving record acceptable to the County of El Paso.

In order to access the County’s network and systems, a personal mobile smart device is required by the hire start date.

Microsoft Certified Solutions Expert (MCSE) or VMware Certified Professional (VCP) or a combination of both.

Possess and maintain recognized current certification or complete specialized training to ensure up-to-date knowledge of job-related skills and technology.

Typical Duties

Essential Duties

Responsible for the application of systems analysis techniques and procedures, including consults with users to determine hardware, software or system functional specifications;

Designs, develops, documents, analyzes, creates, tests or makes modifications of computer systems, including prototypes, based on and related to user or system design specifications;

Designs, documents, tests, creates, or makes modifications of computer technologies related or interconnected to operating systems;

Performs cost-benefit and return on investment analyses for proposed systems to aid management in making implementation decisions;

Conducts research on software and systems products to justify recommendations and to support purchasing efforts;

Interacts and negotiates with vendors, outsourcers, and contractors to secure system-related products and services;

Collaborates with network staff to ensure smooth and reliable operation of software and systems for fulfilling business objectives and processes;

Ensures the integrity and security of enterprise data on host computers, multiple databases, and during data transfer in accordance with business needs and industry best-practices regarding privacy, security, and regulatory compliance;

Recommends, schedules, and performs software and hardware improvements, upgrades, patches, reconfigurations, and/or purchases;

Anticipates, mitigates, identifies, troubleshoots, and resolves hardware and software problems on servers, and workstations. Escalates incidents as necessary;

Is responsible for the effective provisioning, installation/configuration, operation, and maintenance of systems hardware, software, and related infrastructure;

Participates in and supports capacity planning and the development of long-term strategic goals for systems and software in conjunction with end-users and department managers;

Installs/rebuilds existing servers and configure hardware, peripherals, services, settings, directories,

and storage in accordance with standards and project and/or operational requirements; Implements server upgrades, maintenance fixes and vendor supplied patches;

Maintains installation and configuration procedures and performs daily system monitoring; verifies the integrity and availability of all hardware, server resources, systems and key processes;

Acts as team leader in the design and review of new server systems, applications, and hardware;

conducts capacity planning as needed;

Coordinates and participates in key process improvements as they relate to the client/server environment;

Coordinates and collaborates with network engineering, business application, and database administration function to ensure availability, reliability, and scalability of corporate servers to meet business demands;

Assists in designing and implementing data center/server room security features, including HVAC control, environmental alarms, access restrictions, etc.;

Ensures all required file systems and systems data are successfully backed up to the appropriate media;

Conducts research on emerging products, services, protocols, and standards in support of systems software procurement and development efforts;

Gauges the effectiveness and efficiency of existing systems; develops and implements strategies

for improving or further leveraging these systems;

Proposes and creates system design models, specifications, diagrams, and charts to provide

direction to systems programmers, project managers and development teams;

Designs and performs server and security audits, system backup procedures, and other recovery

processes in accordance with the company’s disaster recovery and business continuity strategies;

Integrates servers, including database, e-mail, print, and backup servers and their associated software into enterprise systems;

Ensures system connectivity of all servers, shared software, groupware, and other applications; Creates and maintains documentation as it relates to system configuration, mapping, processes, and service records;

Monitors, maintains, supports, and optimizes all networked software and associated operating systems;

Ensures compatibility and interoperability of in-house computing systems;

Coordinates and performs in-depth tests, including end-user reviews, for modified and new systems;

Supervises department employees, including assigning and reviewing work, leave requests, training,

setting goals, coaching and conducting performance evaluations, and making recommendations on hiring, terminating, and disciplining personnel;

Motivates and works with employees to correct deficiencies; and improve morale;

Plans, directs, and coordinates, through subordinate-level staff, the department work plan;

Assists with managing the career development and performance of staff assigned;

Meets with management staff to identify and resolve problems;

Assigns projects and systems areas of responsibility; and reviews and evaluates work methods and procedures;

Assists in the development and improvement of department policies and procedures;

Assists with presentation and justification of annual budget requests; monitors and reconciles assigned budgets;

Monitors departmental purchasing processes to ensure compliance with County policies and procedures and determines most efficient utilization of financial resources;

Demonstrates leadership and ability to deliver efficiency and quality at the highest standards;

Substitutes, if assigned, for immediate supervisor or coworkers during temporary absences by performing delegated duties sufficient to maintain continuity of normal operations;

Attends and participates in meetings, training and information sessions;

Stays abreast of new trends and innovations in the field;

Other Important Duties*

Performs such other related duties as may be assigned;

Adheres to all County performance standards as well as departmental Key Performance Indicators (KPI) that measure individual work product;

Works both traditional and non-traditional business work hours, including but not limited to; evening shifts, weekends and holidays;

May be required to wear a uniform as per department appearance standards;

Performs the duties of Extended Emergency Support Attendant. This duty will extend beyond standard workday and weekend hours and is on a periodic rotational basis;

Occasional travel; and

As members of the County of El Paso Emergency Response System, all El Paso County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to train on emergency response and/or perform certain emergency services at the direction of their supervisor.

The Systems Administration Supervisor under general supervision ensures the stability, integrity, and efficient operation of the in-house information systems that support core organizational functions, resolves issues in order to maximize the benefit of IT systems investments, deploys and maintains enterprise systems and datacenter technologies.

Minimum Requirements: Knowledge, Skills, and Abilities

Knowledge of: network and computer hardware including Desktops, Laptops, printers, and various communication devices; equipment support for the latest Windows or current OS Platform, latest MS Office Products; any ancillary software products, network protocols, operating systems and standards, including DNS, TCP/IP and network file systems; computer software and hardware operations; standard software applications; computer peripherals; the principles and practices of effective customer service; budget principles and practices; purchasing, accounts payable and other fiscal activities; English usage, grammar, punctuation and spelling; techniques for effective interpersonal communications; modern office procedures, methods and computer equipment to include Windows and Microsoft based products.

Skill/Ability to: read and understand technical manuals, procedural documentation and OEM guides; demonstrate flexibility, adaptability to learn quickly in various technical and creative environments, while delivering quality work within deadlines and within budget; demonstrate leadership and ability to deliver efficiency and quality at the highest of standards; recognize, analyze and provide solutions to information technology; operate a personal computer and various software applications; identify, troubleshoot, research and provide solutions to hardware and software problems; communicate technical issues and solutions to a non-technical audience; prepare and maintain records, maintain filing systems, compile and organize information; communicate effectively both orally and in writing; make mathematical computations; prepare clear, concise and comprehensive written and electronic reports, and staff studies; and establish and maintain cooperative and effective relationships with those contacted during the course of work. Organizational Relationships

Reports to: Deputy Information Officer

Directs: Supervises the Systems Administrator, Intermediate and staff as assigned.

Other: Has frequent contact with supervisors, coworkers, officials, contractors, suppliers,

other public agencies and other County employees.

HOLIDAYS

16 holidays per year as recognized.

VACATION

Accruals are credited on a biweekly basis and available for use as it is accrued after 6 months of continuous service. Year to year carry-over accruals are limited to twice the employee's annual rate. Part-time employees accrue vacation at half the rate of full-time employees.

15 days (5 through less than 15 years of service)

20 days (15 years of service or over)

SICK LEAVE

Accruals are credited on a biweekly basis and available for use as it is accrued after 3 months of full time service. Employees accrue 15 days of sick leave per year.

MISCELLANEOUS PAID LEAVES

Military Leave – 15 days of paid leave per fiscal year for active military service

Bereavement Leave – 3 days of paid leave for the death of an immediate family members and 4 hours for other family members and friends.

RETIREMENT

Retirement benefits are provided by the Texas County and District Retirement Fund (TCDRS). Regular employees become a member of TCDRS upon hire. All regular employees are required to contribute 7% to the retirement fund and the County matches 250% upon eligible retirements.

Deferred Compensation

Employees may defer earnings, on a pre-tax basis, into a 457 deferred compensation program. This is an optional program.

LIFE INSURANCE

Full-time County employees are provided a basic life insurance benefit of $10,000 life insurance at no cost. Supplemental coverage is available for additional fees.

LONG-TERM DISABILITY

The Long-Term disability program provides 60% of the employees' income when the employee becomes disabled because of an illness, injury or accident for a period above 90 days.

SHORT-TERM DISABILITY

The Short-Term disability program provides 60% of the employees' income when the employee becomes disabled because of an illness, injury or accident for a period shorter than 90 days.

RETIREE HEALTH INSURANCE

Employees who retire from the County are eligible to continue Health Insurance at the rate set by the El Paso County Risk Pool Board.

EMPLOYEE ASSISTANCE PROGRAM

Employees are enrolled in an Employee Assistance Program that provides a variety of counseling services.

SECTION 125 MEDICAL & DEPENDENT CARE PROGRAM

The section 125 program is optional for employees and provides a method to pay medical and dependent care expenses on a pre-tax basis.

HEALTHY LIFESTYLE REIMBURSEMENT

Reimbursement of $15 per month for 6 months of continuous gym usage.

EDUCATIONAL ASSISTANCE PROGRAM (EdAP)

Reimbursement up to $2000 per calendar year for eligible education expenses.

EMPLOYEE FITNESS AND WELLNESS CENTER

The Employee Fitness and Wellness Center opened in October 2021 at the County Courthouse. The cost is $5 per employee per month.
