The ERP & Manufacturing Applications Principal is Rocketdyne's subject matter expert, architect, and owner for the core business and manufacturing systems that run the company — Oracle E-Business Suite (EBS), Deltek Costpoint, and DELMIA Velocity (MES). This role owns the health, integration, and optimization of these systems and directs the outsourced delivery partners who perform day-to-day configuration, support, and project work. A central mandate is consolidation and optimization: Rocketdyne's ERP and manufacturing landscape carries redundancy and technical debt inherited from the L3Harris TSA relationship, and this role is accountable for right-sizing it — including evaluating and potentially leading the transition of on-prem Oracle EBS to a cloud-hosted model on OCI or Azure. This role carries no direct-report headcount, but it does carry real management authority over outsourced delivery partners and is accountable for their output, quality, and schedule.

Key Responsibilities

ERP & Manufacturing System Ownership

  • Serve as the principal technical owner and architect for Oracle EBS — modules in use, configuration, customizations, and upgrade/patch strategy
  • Serve as the principal technical owner and architect for Deltek Costpoint, including government contract accounting and compliance-relevant configuration (DCAA/DFARS cost accounting requirements)
  • Own the DELMIA Velocity MES environment and its integration with Oracle EBS/Costpoint for production, inventory, and shop-floor data
  • Own the integration architecture between Oracle EBS, Costpoint, DELMIA Velocity, and the PLM environment (Windchill/Teamcenter), ensuring data flows cleanly across engineering, manufacturing, and finance — partnering with the Principal Engineer IT (Engineering Applications), who owns PLM, on the PLM-to-MES integration and design-release handoff

Optimization & Consolidation

  • Assess the current ERP/manufacturing application landscape for redundancy, technical debt, and inherited L3Harris dependencies, and drive a consolidation roadmap
  • Continuously evaluate system performance and configuration for optimization opportunities — this is a standing mandate, not a one-time project
  • Right-size Oracle EBS, Costpoint, and DELMIA Velocity environments for Rocketdyne's actual scale rather than the inherited L3Harris footprint
  • Identify opportunities to retire or consolidate overlapping business applications as part of the TSA exit and beyond

Cloud Transition (Oracle EBS)

  • Evaluate the case for transitioning on-prem Oracle EBS to a cloud-hosted model on OCI or Azure, including cost, performance, and risk trade-offs
  • If pursued, lead technical planning and execution oversight for the Oracle EBS cloud migration, partnering with the Cloud & Collaboration Principal on hosting architecture and the Director of Infrastructure's team on networking/identity integration

TSA Exit & Migration

  • Lead technical migration of Oracle EBS, Costpoint, and DELMIA Velocity off any cloned or shared L3Harris infrastructure onto Rocketdyne-owned infrastructure
  • Validate data integrity and integration continuity through each cutover
  • Support software license reconciliation for ERP and manufacturing applications — confirming which licenses transfer vs. require net-new purchase

Outsource Partner Management

  • Direct and manage outsourced AMS/implementation partners performing day-to-day configuration, support, and project delivery on Oracle EBS, Costpoint, and DELMIA Velocity
  • Own technical acceptance of outsourced partner deliverables — review, test, and approve work before it moves to production
  • Set technical priorities and work assignments for outsourced partner teams, translating the ERP/manufacturing roadmap into partner-executable scopes of work
  • Escalate and manage partner performance issues (quality, schedule, cost) in partnership with vendor management/procurement
  • Evaluate outsourced partner statements of work and level-of-effort estimates for technical soundness before commitment

Required Qualifications

  • 8+ years supporting Oracle EBS in a manufacturing or government-contracting environment, with deep hands-on configuration/administration experience
  • Direct experience with Deltek Costpoint, including government contract accounting and DCAA/DFARS-relevant configuration
  • Experience integrating ERP with MES and/or PLM systems
  • Demonstrated track record of driving system optimization and/or application consolidation initiatives, not just keeping systems running
  • Experience operating ERP/manufacturing systems within a regulated environment (CMMC, ITAR, DFARS, or equivalent export-control/compliance framework)
  • U.S. Person status required (ITAR data access)
  • Demonstrated experience directing and managing outsourced/AMS delivery partners — assigning work, reviewing deliverables, and holding partners accountable for quality and schedule without formal supervisory authority over them

Preferred Qualifications

  • Experience transitioning on-prem Oracle EBS to a cloud-hosted model on OCI or Azure
  • Experience with DELMIA Velocity or comparable MES platforms
  • Prior experience consolidating or migrating ERP systems off a shared or inherited (carve-out/divestiture) environment
  • Aerospace, defense, or complex discrete manufacturing background
  • Oracle EBS or Costpoint certifications
