About The Opportunity

The Service Charges & Revenue Director is responsible for developing and overseeing the city-wide service charge framework, governance model, cost allocation methodologies, and revenue optimization strategy across the city. The role ensures operational costs, shared services, and common infrastructure expenses are accurately allocated and recoverable where applicable. Acting as the custodian of the service charge model, it provides governance and assurance over cost recovery processes and financial assumptions. The position also identifies and evaluates revenue opportunities across city assets and infrastructure, working closely with Finance, Asset Management, City Operations, and district stakeholders to support long-term financial sustainability, resilience, and value optimization.

Role Responsibilities

  • Develop and govern the city-wide service charge framework, policies, methodologies, and cost allocation principles, ensuring transparency, consistency, and compliance.
  • Own and maintain the city-wide service charge model, coordinating inputs from Finance, Asset Management, City Operations, districts, and operators to ensure accurate cost recovery.
  • Lead the identification, assessment, and business case development of revenue-generating opportunities across city assets, infrastructure, facilities, and services.
  • Integrate operational expenditure, lifecycle costs, renewal obligations, and long-term funding requirements into service charge and cost recovery strategies.
  • Monitor cost recovery performance, financial risks, affordability, revenue leakage, and operational sustainability, providing assurance and improvement recommendations.
  • Develop governance reports, dashboards, and management information to support leadership decision-making on service charges, revenue, and financial performance.
  • Collaborate with districts, operators, Finance, Asset Management, and City Operations to align service levels, charging structures, and recovery methodologies.
  • Manage consultants and external advisors, ensuring studies, financial assessments, benchmarking, and recommendations support strategic objectives.
  • Lead stakeholder engagement and resolution of service charge, cost allocation, and revenue-related issues through structured governance processes.
  • Drive continuous improvement, benchmarking, and value optimization initiatives to enhance financial resilience, operational sustainability, and cost recovery effectiveness across the city.

Here's what you'll need

Role Requirements

  • Bachelor’s degree in Finance, Accounting, Economics, Real Estate, Asset Management, Business Administration, Commercial Management, or a related field; Master’s degree and relevant professional certifications are preferred.
  • 15+ years of experience in service charges, commercial management, cost recovery, financial planning, real estate, asset management, infrastructure operations, or related disciplines, including senior leadership experience.
  • Proven expertise in developing and governing service charge models, cost allocation methodologies, cost recovery frameworks, and financial sustainability strategies.
  • Strong experience in revenue optimization, commercial evaluations, business case development, financial modelling, and executive-level decision support.
  • Experience collaborating across Finance, Operations, Asset Management, governance functions, consultants, and external stakeholders within complex multi-stakeholder environments.
  • Advanced knowledge of service charge governance, lifecycle cost integration, OPEX analysis, benchmarking, performance reporting, commercial oversight, and long-term operational sustainability.
