Emergency Management Specialist

The Emergency Management Specialist supports and assists the County’s Emergency Manager by completing the Hazardous Materials Off-Site Response Plans required under the Emergency Planning and Community Right-to-Know Act (EPCRA), assisting with emergency management planning, community outreach including social media, assisting with the completion of grants, utilizing technology to advance the emergency management program and acting as the EM Duty Officer as needed.

Qualifications

• Applies expertise in emergency preparedness and planning to provide support to the Emergency Management Program; operates Computer-Aided Management of Emergency Operations (CAMEO), Mapping Application for Response, Planning, and Local Operational Tasks (MARPLOT), and Area Locations of Hazardous Atmospheres (ALOHA) programs to store, recover, and generate planning information; distributes information to fire departments, industrial facilities, and other participating agencies; maintains CAMEO facility/chemical database for reporting facilities; updates resource lists and manuals; prepares and maintains facility off-site reports for Extremely Hazardous Materials reporting facilities..
• Performs comprehensive work in an accurate and effective manner during emergency management readiness duties; maintains and activates the emergency operations center as need arises; sets up communications equipment; remains on-site during emergency situations.
• Establishes and maintains effective working relationships with internal and external partners; serves as the County’s Emergency Management Duty Officer as part of the Duty Officer rotation;
• Serves as clerk for Local Emergency Planning Committee (LEPC); prepares and distributes agenda packets; ensures all required meeting procedures are met within required timeframes; attends meetings; records minutes; prepares reports, resolutions, ordinances, and other legislation.
• Follows detailed instructions from grant makers to process Emergency Management grant funds when received, such as the Emergency Management Performance Grant (EMPG), EPCRA grants, Hazard Mitigation grant, community partnership grants and other grants that the division may receive.
• Develops or revises a variety of emergency plans, including the Emergency Operations Plan, Continuity of Operations/Continuity of Government (COOP/COG), Emergency Operations Center Plan, and more as identified through the Integrated Preparedness Plan.
• Utilizes technology like GIS, advanced Microsoft products, situational awareness tools, IPAWS, and more to improve the resilience of the community and enhance the capabilities of the program.
• Performs other related duties as required or assigned.

• Bachelor’s degree in emergency management with no experience, OR an associate degree in emergency management or fire science or Wisconsin Emergency Management certification with one (1) year previous experience working in the field of emergency management, OR two (2) years of experience in the field of emergency management.
• Completion of the following NIMS curriculum courses: IS 100, 200, 700, 800, IS-247
• Appointment will be conditional upon successful completion of criminal background checks.
• Must have valid driver’s license, an acceptable driving record, and access to private transportation for work-related duties.
• Must possess and maintain personal automobile insurance in the amount of $100,000/$300,000.
• Complete the Emergency Management Performance Grant (EMPG) Funded Personnel Required Training within two (2) years of hire pursuant to Wisconsin Emergency Management Directive 5006.0

• Experience using CAMEO Chemicals Software.
• Experience with social media platforms.
• Experience with ESRI ArcGIS software
• Experience with advanced Microsoft products like Power Apps, Power BI, and Power Automate
• State Certified Emergency Manager, certification through IAEM, or other emergency management credential from a different state.

Paid Time Off (PTO): Accrual is based on years of service with the County, starting at 6.4 hours accruing each pay period (20.8 days per year), with the maximum accrual rate of 35.75 days per year. All new hires at Eau Claire County receive 40 hours of front-loaded PTO upon hire, which they may begin using immediately.

Holidays: Eleven paid holidays: New Year's Day, Martin Luther King, Jr. Day, a Spring Holiday, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, the Day after Thanksgiving, Christmas Eve Day, Christmas Day and New Year's Eve Day.

Retirement: The County provides a retirement account in Wisconsin Retirement System (WRS). Employees pay one-half of the actuarially required contributions.
