Duties Description

The Utility Analyst 1, Grade 18, will work in the Gas System Planning and Reliability Section of the Energy System Planning and Performance and will perform duties that include, but are not limited to:

• Assist in collecting and analyzing data relevant to assessing the adequacy of utilities planning procedures.
• Review capital investments to establish need, cost, and timing for each program or project, including the assessment of alternatives and capital investments’ impacts to disadvantaged communities.
• Review and track utility budgets and variances.
• Review and prepare reports on utility data trends.
• Assist in the preparation of expert testimony to support staff's findings and positions for public hearings before the Public Service Commission.
• Participate in staff efforts to collaborate on solutions for, or to negotiate the settlement of issues with utilities and other parties.
• Coordinate and produce data analysis, memoranda and written reports for staff and/or outside parties regarding issues related to energy industries.
• Assist in the development of plans to conduct and oversee the management and operational audits of utilities.
• Additional relevant duties may be required, as directed.

General Public

Non-Competitive (NY HELPS)**:

For appointment to a Utility Analyst Trainee 1, you must have four years of professional experience (see substitutions) in one or more of the following activities directly related to the gas, water, or electric industry: transmission distribution or production planning, design, construction, operation, safety, or certification; policy formation or implementation; revenue requirement determination; cost allocation; tariff analysis; rate design; competitive energy markets; management and operational audits; implementation and evaluation of energy efficiency programs, renewable generation portfolios or green marketing efforts; policy development and implementation of clean energy programs or initiatives, such as energy efficiency programs, renewable generation portfolios, clean energy standards, or green market development; cost benefit analysis or modeling of emissions impacts of proposed supply-side projects and demand-side programs; or evaluation, measurement and verification of clean energy program or initiatives.

For appointment to a Utility Analyst Trainee 2, you must have five years of professional experience (see substitutions) as stated above.

For appointment to a Utility Analyst 1, Grade 18, you must have six years of professional experience (see substitutions) as stated above.

Substitutions: An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

Preferred Qualifications

A degree in data science or computer science and/or experience extracting data from diverse formats (PDF, XLSX, CSV), cleaning and organizing datasets, and performing initial analysis to identify trends, patterns, and anomalies using Python, Excel, or similar tools. Ideal candidates will also have the ability to create visualizations and dashboards with Tableau or Power BI, document processes, research data analytics trends (especially in the energy industry), analyze data flows for efficiency gains, and provide actionable, data-driven recommendations to support team decision-making.

• Successful completion of the two-year traineeship leads to appointment as a Utility Analyst 1, Grade 18.
• This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
