The Data Analytics & Visualization Section is seeking an energetic Information Technology (IT) Specialist I to support the modernization of FTB's data environment and contribute to activities across the system development life cycle (SDLC). We are looking for a self - motivated individual who enjoys learning, innovative problem - solving, and collaborating with others to help deliver high - quality data solutions that support critical statewide services.
The Data Engineer works independently and as part of a team to design, maintain, and implement data services supporting FTB's enterprise data stores. The Data Engineer applies comprehensive knowledge of data ingestion, integration, consumption, and data visualization techniques, along with expert and analytical modeling methods, to deliver high - quality data solutions. The Data Engineer also provides complex data support and ad - hoc query services to business and technical partners across the department.
As a technical Subject Matter Expert, the Data Engineer develops expert-level knowledge of FTB's enterprise systems, data architecture, data sources, modeling approaches, and best practices for data services. The Data Engineer participates in planning and implementation efforts with bureau and Technology Services Division (TSD) staff, and promotes an atmosphere of teamwork, collaboration, and alignment with departmental values. The role requires developing and maintaining effective working relationships with multiple divisions and delivering solutions within the Software Engineering domain.

- Excellent customer service and communication skills for interacting with business and technical staff
- Experience with the system development life cycle (SDLC) and project management principles and methodologies
- Knowledge of Enterprise Data to Revenue (EDR) and Franchise Tax Board's Legacy tax systems and functions
- Experience with Microsoft software tools (Outlook, Word, Excel, Visio, and Project)
- Experience reading and understanding a Physical Data Model (PDM)
- Experience understanding and writing Python code
- Experience developing reports using tools like Business Objects, Tableau, Microsoft SQL Server Reporting Services and Analysis Services
- Knowledge of relational databases such as IBM DB2, Microsoft SQL Server
- Knowledge of analytical modeling tools such as Jupyter Notebook and IBM SPSS
- Experience with regression techniques, decision trees, simulation, forecasting, statistical mathematics, and clustering is required.
- Knowledge of Extract, Transform, and Load (ETL) processes and techniques
- Knowledge of ETL tools such as IBM DataStage, Informatica and Microsoft SSIS
- Ability to work in a team environment and handle multiple project priorities and workloads
- Ability to shift priorities and/or workloads in order to achieve project goals
- Strong interpersonal, problem solving, analytical, planning, collaboration, and negotiation skills
- Self-starter with excellent time management and organizational skills
- Adapts well to frequent change
- Attention to detail, conscientious about work products, ability to multi-task while maintaining accuracy.
