The opportunity

As our Infrastructure Advisory Specialist based in Tashkent, you’ll support our growing portfolio in Uzbekistan and across Central Asia and the Caucasus.

This is a hands-on consulting role offering opportunities to take increasing ownership of project delivery, proposals, client engagement, and regional business development.

Your responsibilities

Working under the direction of project managers, opportunity managers, and regional leadership, you will:

Project delivery

• Conduct and contribute to research, data collection, analysis, stakeholder engagement, and preparation of client deliverables.
• Prepare clear reports, presentations, tables, graphics, and other analytical outputs.
• Translate research and analysis into practical findings and recommendations.
• Support or manage defined project activities, workstreams, deliverables or assignments, depending on your experience.
• Prepare and maintain project work plans, schedules, and other delivery requirements, as appropriate.
• Coordinate project inputs from our team members, local consultants, subcontractors, technical specialists, and partners.
• Present analysis and recommendations in client meetings and professional settings, as appropriate.
• Monitor progress, identify delivery risks, and raise or address issues proactively.
• Apply CPCS’s project-management, quality-control and business processes throughout the project lifecycle.

Business development

• Monitor and assess transportation and infrastructure opportunities in Uzbekistan and across Central Asia and the Caucasus.
• Conduct research on clients, projects, markets, programmes, potential partners, and sector developments.
• Support or lead expressions of interest and proposals, depending on your experience and the requirements of the opportunity.
• Contribute to proposal methodologies, work plans, staffing, budgets, project descriptions, CVs and other submission materials.
• Identify and help validate local consultants, technical specialists and potential partners.
• Help maintain accurate information on opportunities, contacts, market developments and agreed next steps.
• Contribute to CPCS’s regional market intelligence and business development activities.

Regional and operational support

• Build strong knowledge of Uzbekistan’s transport and infrastructure sectors, institutions, clients and operating environment.
• Contribute to CPCS’s understanding of regional transport, logistics, project-preparation, and investment priorities.
• Support visits and missions by CPCS personnel and technical specialists, including stakeholder engagement and project mobilization.
• Represent CPCS professionally at selected client meetings, workshops, conferences and industry events, as appropriate.
• Contribute to useful technical content, market insights and internal knowledge sharing.
• Take ownership of assigned responsibilities, communicate progress clearly and raise issues early when support is required.

What you bring to the team

• A master’s degree in transport, economics, finance, public policy, engineering, business, international development or another relevant field.
• At least 8 years of relevant professional experience in consulting, infrastructure, transport, logistics, economic development, international development or a closely related field.
• Strong research, analytical, problem-solving and report-writing skills.
• Ability to analyze quantitative and qualitative information and present it clearly and accurately.
• Ability to translate research and analysis into practical findings and recommendations.
• Experience contributing to consulting assignments, infrastructure projects, analytical studies or related advisory work.
• Experience supporting or preparing proposals, tenders, methodologies, work plans, budgets or client submissions.
• Ability to work effectively with colleagues, clients, government counterparts, international organizations, private companies and technical specialists.
• Strong organizational skills and the ability to manage multiple tasks and competing deadlines.
• Attention to detail, particularly when working with data, documents and client deliverables.
• Excellent written and spoken English.
• Proficiency in Russian and Uzbek.
• Proficiency in Microsoft Word, Excel and PowerPoint.
• Reliability, initiative, sound judgment and a willingness to take increasing ownership.
• Legal authorization to work in Uzbekistan.

This will set you apart from other candidates

• Strong knowledge of Uzbekistan or the wider Central Asian transport and infrastructure market.
• Demonstrated technical expertise in a relevant area such as transport, logistics, economic analysis, project preparation, feasibility studies, infrastructure finance, public-private partnerships or transaction advisory.
• Experience working with multilateral development banks or international organizations such as EBRD, the World Bank Group, ADB, AIIB, GIZ or Expertise France.
• Experience working with government organizations, state-owned enterprises, private companies or international institutions.
• Experience managing consulting assignments, project workstreams, multidisciplinary teams or local consultants.
• Experience leading or contributing materially to successful proposals and business-development activities.
• Ability to prepare strong quantitative analysis, presentations and visual materials.
• Additional Central Asian language skills.
