The Costing & Financing Specialist provides the technical costing backbone of the assignment: translating the strategic priorities and interventions into a credible, resourced, and financeable plan, and designing the financing arrangements that sit inside the Implementation and Monitoring Framework.

💻Required Qualifications

● Advanced degree in Economics, Public Finance, Education Financing, Development Finance,

● Demonstrated experience in education sector costing, budgeting, and financing analysis, ideally at national/sector-plan level rather than project level

🔹Proven experience costing multi-year sector plans or similarly complex, multi-intervention programmes

🔹Sub-Saharan African or similar developing-country context

● Strong grounding in public financial management and national budget processes, ideally in a

● Experience with resource mobilization strategy design — identifying and sequencing domestic and donor financing options

● Ability to translate strategic/results-based planning language (outputs, outcomes, indicators) into costed line items and budget structures

Key Responsibilities

● Develop the indicative costing for the Draft and Final Multi-Year Action Plan, costing each priority intervention against activities, targets, and implementation timelines

● Lead the financing requirements analysis within the Implementation and Monitoring Framework — annual budget estimates, funding gaps, and resource mobilization options

● Analyze the fiscal space and existing education financing environment in Eswatini (national budget allocations, donor co-financing, MoET recurrent/capital budget lines) to ground the costed plan in realistic assumptions

● Advise on a resource mobilization strategy for financing gaps identified in the new plan

● Participate in stakeholder validation workshops to present and defend costing assumptions, and revise costing based on feedback from the MoET Planning Unit and the Technical Steering Committee
