Responsibilities
Key Responsibilities:
- Oversee, monitor, and report on the execution of large, complex budgets (≥ $50M) for Government programs.
- Analyze financial data to provide thorough, data-driven recommendations and actionable options for senior leadership.
- Develop high-quality Program Objective Memorandums (POMs) to align with strategic objectives and resource planning requirements.
- Create and implement comprehensive spend plans that guide organizational financial strategies and promote sound fiscal management.
- Produce clear and accurate financial reports, analyses, and visualizations using Microsoft Power BI and related Power Platform tools.
- Utilize advanced knowledge of resource management to conduct detailed budget tracking, data analysis, and projections.
- Collaborate with stakeholders on the formulation, execution, and reporting of Army and Joint budgets, ensuring compliance with all relevant regulations and policies.
- Conduct reviews of program budgets and spending, ensuring timely identification and resolution of variances and financial risks.
- Leverage familiarity with GFEBS to prepare and manage financial reporting functions with a focus on accuracy and compliance.
- Provide strategic financial support for joint military exercises and other operations, with a focus on resource allocation and efficiency.
- Identify cost-saving opportunities and drive process improvements through predictive financial modeling and innovative use of tools such as Microsoft Power Apps and Power Automate.
- Other duties as assigned.
- Minimum of 5+ years of experience in federal government budget roles, including tracking and reporting current execution in a clear and concise manner.
- Demonstrated expertise in performing detailed budget analysis to provide reliable, data-informed options for decision-makers.
- Hands-on experience working with complex budgets in excess of $50 million in an Joint Resource Manager role.
- Active Secret Clearance.
- Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.

- Excellent organizational, analytical, and problem-solving skills with high-level attention to detail.

- Must be self-motivated and able to work well independently as well as on a multi-functional team.
- Ability to handle sensitive and confidential information appropriately
- Proficient in MS Office, Word, Outlook, PowerPoint, and Excel.
- Certified Defense Financial Manager (CDFM) credential.
- Department of Defense Financial Management Certification Program (DoDFMCP) Levels II/III.
- 4+ years of experience managing budget reporting and execution through the General Funds Enterprise Business System (GFEBS).
- Proven ability to manage both Army and Joint funds, including expertise in analyzing and overseeing exercise budgets.
- Completion of Joint Professional Military Education Phase I/II, demonstrating foundational and advanced proficiency in joint operations and strategy.

Pay Range
USD $81,036.80 - USD $131,414.40 /Yr.
