Project Summary
Tetra Tech is providing energy expertise and related technical and material assistance to the Government of Ukraine. This project focuses on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. The scope of work includes addressing immediate challenges and physical damage to energy infrastructure, as well as preparing for Ukraine’s post-war reconstruction and long-term energy security.
Position Summary
Tetra Tech seeks a Systems Support Specialist who will support the ongoing design, development, and implementation of a digital platform to manage the end-to-end program procurement process. This role will support the tailoring and deployment of the platform, ensuring it enhances procurement performance, supports data-driven decision-making, and strengthens organizational capacity across the program’s teams. This position will report to the Systems Development Lead. Interested candidates must be based in and eligible to work in Ukraine. This is a full-time position for the duration of the program (until April 2029), and hiring is contingent upon client approval.
Essential Job Functions
- Validate, clean, conform, and upload new datasets; compare against source records; enforce schema (field names/types, required vs optional); test field mappings and enumerations; reconcile samples and document fixes, and confirm successful re-upload before production use
- Monitor, stabilize, iterate, and implement scheduled checks and alerts for missing fields/statuses or connector failures; log/triage issues; apply iterative fixes with re-testing; and maintain a stabilization plan and monitoring playbook with owners and handover criteria
- Ensure platform reporting processes are integrated with program activities and client requirements to inform decision-making and drive continuous improvement
- Run data validity audits to verify the accuracy, completeness, and consistency of data within the platform, identifying and resolving discrepancies to maintain high data quality standards
- Develop standard operating procedures and training materials for the program’s use of the platform
- Provide feedback on the progress of platform customization to the Tetra Tech home office and U.S. Government client
Required Qualifications
- Bachelor’s degree in information technology, computer science, information systems, data management, project management, or other relevant field
- Minimum of three years of relevant experience in data management, database design, or data analytics
- Strong expertise in data management and monitoring systems
- Experience in capacity development and working with diverse stakeholders
- Fluency in Ukrainian and full proficiency in English
- Master’s degree in information technology, computer science, information systems, data management, project management, or other relevant field
- Familiarity with projects funded by the U.S. Government or other donors, including their operating environments and reporting requirements
- Familiarity with data management principles and common platforms
- Familiarity with programming languages
- Frequently remain in a stationary position sitting or standing at a desk
- Occasionally move inside the office to access file cabinets, office machinery, etc.
- Constantly operate office equipment, such as computer, copy machine, scanner, or printer
- Constantly communicate information and ideas so others will understand
- Constantly observe details at close range
- Employment type: This is a full-time, fixed-term position
- Work schedule: Monday – Friday, standard core business hours (9:00 AM – 6:00 PM local time); some flexibility required but must occasionally overlap with United States Eastern Time business hours
- Work location: This position is required to be in the office for at least 60% of the weekly working time (all arrangements subject to review and may change at the company’s discretion)
