Terms of reference for an Individual Consultant to develop Disability Inclusion Guidelines for Emergencies in Eswatini

Persons with Disabilities (PWDs) in Eswatini face disproportionate risks during emergencies due to systemic barriers in communication, mobility, access to services, and participation in decision-making. These vulnerabilities are often exacerbated during crises such as natural disasters, health emergencies, and civil unrest situations.

Eswatini is a signatory to the UN Convention on the Rights of Persons with Disabilities (CRPD), which under Article 11 mandates the protection and safety of PWDs in situations of risk and humanitarian emergencies. Additionally, the Sendai Framework for Disaster Risk Reduction emphasizes inclusive risk reduction strategies that leave no one behind.

Despite these commitments, disability inclusion in emergency preparedness and response remains fragmented. There is an urgent need for Disability Inclusion Guidelines that ensure disability considerations are systematically integrated before, during, and after emergencies.

The purpose of the consultancy is to provide technical leadership for the development of the Disability Inclusion Guidelines for Emergencies, ensuring alignment with international standards, national legislation, and the lived experiences of PWDs in Eswatini.
