Role Objective

Lead the end-to-end product solution process from customer requirement through feasibility, proposal, and pricing — acting as the core technical interface to the customer — while owning the Manaus R&D center’s tax incentive compliance program and maximizing eligible R&D incentives.

Primary Responsibilities

Requirements & Solution Management

• Lead requirements closure: manage the full process from requirement receipt to feasibility assessment, ensuring all technical, cost, and risk issues are fully identified and evaluated before Product Department decision-making.
• Drive proposal integration: lead cross-functional teams across Hardware, Software, and Supply Chain to integrate inputs from all parties, ensuring RFQ proposals meet expectations in content, quality, and timeline.
• Manage pre-sales commercial activities: collaborate with Commercial and Supply Chain teams to lead the development of cost models and pricing strategies, ensuring alignment between technical solutions and business goals.
• Lead technical communication with customers: act as the core front-end technical interface, thoroughly understand customer needs, and present the value of Quectel solutions.
• Deliver other tasks assigned by leadership on time and to the required quality standard.

Manaus R&D Tax Incentive Compliance

• Own the Manaus R&D center’s tax incentive compliance program under the SUFRAMA / Zona Franca de Manaus ICT R&D incentive regime.
• Maintain registrations, project approvals, and filings with government bodies including SUFRAMA and Receita Federal.
• Prepare annual compliance reports and coordinate independent audits.
• Track R&D investment obligations and ensure minimum local spend requirements are met.

R&D Tax Credit & Incentive Strategy

• Manage the R&D tax credit lifecycle: calculate qualifying R&D expenditures, process tax offsets and refunds, and maximize eligible incentives.
• Partner with R&D and manufacturing teams to structure projects and expenditures so they qualify for incentives, while ensuring compliance with local production requirements (PPB).
• Monitor regulatory changes in Brazilian tax incentive legislation and advise management on incentive strategy.
• Coordinate with external tax advisors and auditors.

Qualifications & Experience

What we are looking for

• Bachelor’s degree in Engineering, Telecommunications, Computer Science, or a related technical field.
• [5]+ years in product solution management, technical pre-sales, or program management within electronics, IoT, wireless, or embedded hardware.
• Demonstrated experience leading cross-functional RFQ and proposal processes to deadline, coordinating hardware, software, and supply chain inputs.
• Experience developing cost models and supporting pricing strategy alongside commercial and supply chain teams.
• Strong customer-facing technical communication skills, with the ability to present solution value to engineering and management audiences.
• Working knowledge of the SUFRAMA / Zona Franca de Manaus incentive regime, including registrations, filings, and annual compliance reporting.
• Experience with R&D tax credit calculation, tax offsets and refunds, and PPB (Processo Produtivo Básico) local production requirements.
• Experience coordinating independent audits and working with external tax advisors.
• Fluent Portuguese and professional working English.
• Willingness to travel for customer meetings and government or audit engagements.

Preferred background

• Prior experience in an electronics or ICT manufacturer operating within the Zona Franca de Manaus.
• Familiarity with Lei de Informática and related Brazilian ICT R&D incentive regimes.
• Experience with cellular, GNSS, Wi-Fi/Bluetooth, or satellite connectivity products.
• Experience collaborating with globally distributed R&D and product teams, particularly across APAC time zones.
• Project management certification (PMP, PRINCE2, or equivalent).
• Working Spanish.
