Under the direction of a Manager of Information Technology 1 or higher, this position will assist in leading a Security Services Team that provides security shared services to ITS and their client agencies. The incumbent will supervise subordinate staff and act as a lead team member providing in-depth information security consulting and services aligned with business needs of the client agencies to ensure confidentiality, integrity, and availability of information and systems.
Although the position operates under the general direction of an Information Security Officer, the incumbent must be able to operate with a great deal of independence. The incumbent’s work must conform to policy and technical standards set by the Chief Information Security Office and ITS management. The position requires communicating orally and in writing with various individuals including management, users, vendors, and other IT staff. The incumbent must be able to communicate clearly with subordinate staff regarding work priorities and performance. The incumbent will have to work with ITS teams and upper-level agency management to resolve technically complex and politically sensitive issues under pressure.
The position requires availability during off-shift hours to ensure appropriate response to security incidents or other critical activities that may impact sensitive information, critical systems, NYS agencies, or ITS.
Specific Duties Include, But Are Not Limited To
- Build and support information security and compliance programs.
- Manage and resolve security threats and incidents.
- Identify, analyze and document agency and enterprise risk from agency projects, shared service offerings and other potential sources.
- Provide information security support and services to ITS and client agencies.
- Assist with the resolution of security threats and/or vulnerabilities to agency and enterprise information systems.
- Serve as an information security expert during the evaluation of contracts for technology products and services for adherence with agency and NYS information security policies and standards.
- Manage staff and resources to accomplish objectives, performing the full range of supervisory responsibilities.
- Monitor and remain aware of information security industry trends, tools and techniques.
- Perform additional duties as required.
Non-competitive: Six years of information technology, cyber security, or information assurance experience**

Preferred Qualifications
- Must have wiliness to get Applicable Information Security certificate(s) such as CISSP, CISM, etc.
- Demonstrate Skills or Experience in one or more of the following areas:
- leading an information security team
- applying and implementing network, system, or application security
- security policy/standard/guideline development, implementation, or interpretation
- conducting risk assessments and evaluating information technology systems for security controls (SSDLC)
- process development, improvement, and measurement
- information security incident response
- Demonstrate critical thinking, problem solving and analytical skills
- Demonstrate oral and written communication skills including the ability to clearly articulate information technology and information security concepts to a varied audience to facilitate wide understanding
- Demonstrate strong capabilities in developing and maintaining positive relationships with dedicated teams, shared services teams, agencies and other partners.
- Demonstrates skill in facilitating meetings, listening, and negotiating between multiple stakeholders to drive results

If eligible, positions located in New York City will receive an additional $4,000 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $2,000 adjustment location pay.
