We are currently conducting this search for a confidential financial services client in Dubai.

The Opportunity

Manager-level roles account for 24 percent of all UAE cybersecurity demand, well above the 14 percent in the USA and 12 percent in EMEA. Our client is seeking an experienced Cyber Security Manager to build, lead and scale a multi-tier security operations function within a regulated financial services environment in Dubai. This is a leadership hire for professionals with 8 to 12 years of cybersecurity experience who can own SOC performance, platform strategy and team development.

Responsibilities

• Lead a multi-tier SOC team covering 24/7 monitoring, incident response and threat intelligence functions
• Own SOC performance metrics, shift models, escalation paths and continuous improvement programs
• Manage SIEM, EDR and SOAR platform strategy, vendor evaluation and technology roadmap
• Report security posture, incident metrics and risk indicators to executive leadership and regulators
• Recruit, develop and retain security operations talent in a competitive UAE hiring market
• Drive maturity improvements aligned to SOC-CMM or equivalent frameworks

Requirements

• 8 to 12 years of cybersecurity experience, including at least 3 years managing a SOC or security operations team
• CISSP or CISM certification required
• GSOM or familiarity with SOC-CMM maturity frameworks advantageous
• Proven experience reporting security metrics to board-level or C-suite stakeholders
• Understanding of UAE financial sector regulatory requirements
• Strong people management, talent development and vendor management track record
• Experience with SIEM platforms (Splunk, QRadar, Sentinel), EDR and SOAR tools
