Under the administrative direction of the Chief, Medi-Cal Enterprise Systems Modernization Division (MESMD), Career Executive Assignment (CEA) B, the Information Technology Manager II serves as Chief of the Software Engineering Branch.The incumbent directs this work through subordinate managers and supervisors and delegates architecture and technical design authority to the branch's senior engineering manager. The incumbent is accountable for delivery outcomes, operational performance, security and compliance posture, contract and vendor performance, budget, and workforce, and serves as the branch's contract management authority for information technology services, staffing, licensing, and support agreements.

- Strong leadership, interpersonal, and problem-solving skills.
- Knowledge of the California State Government IT standards, policies, and procedures related to project management and enterprise architecture including experience working with the California Department of Technology.
- Knowledge of project and portfolio governance.
- Knowledge of project management methodologies and best practices that help ensure the successful implementation of IT initiatives and project deliverables.
- Knowledge of Medicaid Information Technology Architecture (MITA).
- Knowledge of the State's Medi-Cal program policy, and regulations governing the administration of the California Medicaid Management Information Systems (CA-MMIS).
- Ability to coordinate, direct, and oversee system projects with cross-organizational and cross-departmental entities, as well as private sector contractors.
- Ability to plan, organize, and direct all activities associated with completion of high-level projects, including implementing sensitive and complex policies and procedures, to ensure the successful design, development, and implementation of modern digital services.

Telework and Salary Information
Telework: This position is eligible for telework. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS’ Telework Program and Government Code sections 14200 – 14203. Telework is available to California residents, and proof of residency may be required.
Beginning July 27, 2026, pursuant to Executive Order N-22-25 issued March 3, 2025, and California Department of Human Resources (CalHR) Statewide Guidance issued March 13, 2025, DHCS team members of the Enterprise Technology Services (ETS) Division will generally be required to report in-person a minimum of four days per week unless exempted/excepted.
Business travel may be required, and reimbursement is based on an employee's designated office and residence, subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.

Salary: Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the temporary Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee receive a temporary reduction in pay in exchange for PLP 2025 leave credits. The temporary salary reduction percentage and the number of PLP 2025 leave credits are based on the position’s associated bargaining unit.
