Duties
- 1. Provides technical advice on all aspects of data analytics. Responsible for administering and coordinating a complex data analytics portfolio including Army and Air National Guard and highly technical special projects. The specialist uses knowledge of innovative business intelligence, to create prepare, design, test, validate and deploy superior quality, compelling insightful and timely delivered data visualization solutions from various sources, which are automated and sustainable. The incumbent will research, design, develop and manage the content, and features data analytic applications. Uses data analytic and business intelligent tools to develop custom workflows, other applications and to process numerous additional data analytics and management tasks. Communicates and coordinates with content managers to ensure content conforms to Section 508, DoD, DFAS Site Office standards and policy, analytical visualizations, and content best practices. 25% 2. Utilizes expertise in interpreting, developing, and applying appropriate data to generate usable products that enable leaders to make informed decisions about the enterprise related to business processes, management, and efficiencies. Conducts studies, identifies trends, risks, and themes based on the data and information. The analyst applies scientific and statistical standards to evaluate data to develop high-priority analyses and metrics. The incumbent also supports larger workforce management initiatives by collecting and consolidating corresponding data to develop, prepare, and update comprehensive reports, charts, graphics, and presentations to illustrate findings. 25% 3. Counsels and advises others including Federal staff, and recipients to accomplish the program goals. Identifies areas for new content based on the needs of key business stakeholders for the purpose of accelerating decision time and increasing accountability. Manage full development life cycle using necessary software for hosting and facilitating web site communications to include analysis, planning, development, test, implementation, and maintenance. Designs and maintains related key performance indicators. Gathers specifications and requirements to create, business applications, data analytical dashboards and visualization solutions to support customer needs. 20% 4. Performs qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency, and productivity of National Guard programs (examples include Comptroller, Logistics, Real Property, Maintenance, and Human Resources). Applies appropriate program evaluation and measurement in order to prepare project papers and staff reports and provides briefings to JFHQ leaders, Staff personnel, unit/wing leaders, and respective program managers. 10% 5. Provides technical guidance in the development and review of policy and procedural issuances from the Department, the agency, and Operational Directorates related to data analysis. Reviews and comments on proposed changes in rules or regulations, conducts special studies, and prepares position papers and special reports. Responds to letters, memos, phone calls, emails, etc. with recipient and Federal staff. 10% 6. May have limited leader responsibilities. Distributes and balances workload among employees. Gives on-the-job training to lower-graded employees. May approve leave for assigned employees. Completes annual performance appraisals. Resolves simple complaints and grievances, referring the more serious ones to the supervisor. Recommends training needs for employees. Provides input to the supervisor concerning selections, promotions, reassignments, recognition of outstanding performance. (10%) Performs other duties as assigned.
Qualifications
MILITARY REQUIREMENTS: This is an excepted service position that requires membership in a compatible military grade in the Alabama Army National Guard. GENERAL EXPERIENCE: Experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable?? work of the position to be filled. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: 1 year specialized experience equivalent to at least the next lower grade level. Experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations. KNOWLEDGE REQUIRED: Incumbent has a grasp of data analytics principles and policies; Federal statues pertaining to financial management, grants, and cooperative agreements; DoD and NGB fiscal policies and directives; knowledge of software such Power BI and the other Power Platform tools. Knowledge of and skills in multiple different subject matter areas such as business aspects of financial management, human resources, grant/cooperative agreement, and other mechanisms including regulations, principles of cost planning, earned value management, negotiation techniques, labor ;rate analysis; pre; award, award, and post; award requirements; administration and termination; price/cost techniques; data analytics, and forecasting problems. Knowledge of the analysis environment (such as cost) and source of analysis methods and data, including other service agencies, research organization, Industry personnel, and other DoD personnel analysis organizations. Includes the knowledge of both federal government and private industry data source and data utilization. The incumbent has the ability to analyze and resolve complex problems in the absence of precedents, design, implement, and evaluate new procedures. The incumbent works effectively with program and recipient staff in an overall team approach to obtain mutual goals; to resolve complex problems; and to serve as an authoritative source for interpreting and applying rules, regulations, and procedures.
Education
SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: In addition, completion of courses such as the Officer Advanced Course, Squadron Officer School, Command and Staff College, Air and Army War College, National Security Management Course and others of comparable level will be credited at the rate of 1 month of education for 2 months of specialized experience. You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
