Work Hours: Monday - Friday, 8:00am - 5:00pm, hours may vary
Expected Starting Salary Range: $58,141.44 - $75,583.87
Under the direction of the Emergency Communications Administration Manager, conducts individual case reviews, trends personnel performance, and analyzes overall system performance as part of a comprehensive quality management process for Manatee County's Emergency Communications. Additionally assists in the management of the Division's credentialing, compliance reporting, strategy development, public records requests, accreditation compliance, policy management, and coordination of resources. Must be proficient in all public safety call-taking and dispatching functions.
Employment screenings, as outlined in the Personnel Policy, Rules, and Procedures Manual, will be conducted in compliance with applicable federal and Florida Laws.
Working Conditions:
The work environment may include exposure to high noise levels while performing certain essential job functions. The position requires the ability to lift and move objects weighing up to 25 pounds independently and up to 50 pounds with assistance, with or without reasonable accommodation. The role involves sitting for extended periods while working on a computer. Position requires visual acuity and depth perception, as well as ability to hear and identify sounds. Frequent high stress situations that may involve angry or frustrated citizens. Periodically required to drive County vehicles as part of the duties of the job.
In case of an emergency or crisis situation (hurricane, flood, etc.), the position must respond/perform recovery duties as assigned by the immediate supervisor. All employees will be required to work before, during, and/or after an emergency. During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location, and work schedule to fit the needs of the County and its citizens.
Note: This is a safety-sensitive position. Employment and continued employment with Manatee County Government is contingent upon passing pre-employment and random screenings and may be subject to other employment screenings identified in the Personnel Policy, Rules and Procedures Manual. An applicant/employee who fails to pass a drug/alcohol screening shall be disqualified from employment in any class for a period of three (3) years.
Job Description

Assists in the design, development, and implementation of performance improvement and quality improvement activities that meet accreditation and regulatory requirements.
Interacts with personnel throughout the Emergency Communications Center (ECC) Division, the Public Safety Department, and externally with customers and outside agencies.
Creates regular and as needed reports to provide quality improvement feedback to Telecommunicators and leadership. Provides constructive analysis of employee's actions, abilities, and provide suggestions and explanations to employees to assist in improvement.
Maintains NAED case review quality assurance program within Accreditation guidelines.
Develops, plans and implements programs and processes to enhance and maintain quality of 911 and dispatch services.
Coordinates agency personnel, activities, records, and systems with regards to maintaining accreditation standards. Makes appropriate assignments and enforces deadlines throughout the agency.
Ensures all aspects of the accreditation maintenance process are completed, including time sensitive standards, periodic inspection reports, reviews, and updates.
Ensures ECC and Public Safety management staff have accurate and timely information to make decisions regarding agency policies and accreditation standards.
Updates directives and files to correspond with periodic changes to accreditation standards.
Advises management and staff of accreditation compliance/non-compliance issues and recommends corrective action plans when necessary. Assists with on-site inspections and assessments for accreditation compliance. Provides accreditation training for agency personnel.
Assists in the management of public records requests from state and private attorneys and private citizens when needed.
Performs other related duties as assigned, including participation in emergency or disaster response activities, as required and consistent with the employee’s qualifications, essential job functions, and appliable federal and Florida law.
Minimum Qualifications
Associate degree in public safety administration or a related field.
Minimum of five (5) years' experience in a 911 Emergency Communications Center.
Minimum of three (3) years' experience in use of CAD (computer aided dispatch) systems, network computer systems, Windows applications, digital recording devices, computer generated phone systems, 800 MHz radio systems and emergency communications center procedures.
National Academies of Emergency Dispatch (NAED), EFD, EMD, EPD, EFD-Q, EMD-Q and EPD-Q certifications required.
Valid driver license required, with valid Florida driver license required within 30 days of hire.
Equivalent combinations of education, training, and experience may be considered in meeting the minimum qualifications for this position.

Knowledge of principles of effective quality assurance and Emergency Medical Dispatch.
Knowledge and understanding of, and ability to analyze and anticipate, developments in high performance 911 systems.
Knowledge and understanding of practices, methods, laws and ordinances as it pertains to modern law enforcement and public safety communications.
Knowledge and understanding of regulatory compliance necessary to successfully perform job responsibilities, including divisional, departmental and county government administrative rules, regulations, policies, and procedures.
Accurate, detail-oriented, and organized. Able to resolve situations and problems that may require interpretation or minor adjustments to working methods.
Ability to use all ECC systems effectively, including Computer Aided Dispatch (CAD) and radio.
Ability to read, prepare and present clear and concise reports and documents on current developments.
Able to work within the confines of a collective bargaining agreement with the workforce.
Able to maintain a high degree of confidentiality.
Capable of working independently with limited supervision.
