What You Will Do
The Budget Specialist for Program Expenses (Staff Services Officer III) performs complex (journey-level) staff services work. Work involves planning, coordinating, and performing work in several staff services functions such as Human resources, accounting, budgeting, purchasing, training, records management, and property management. May provide guidance to others. The Staff Services Officer III is hired by the Manager for budget and Personnel Support and works under general supervision, with moderate latitude for the use of initiative and independent judgment. Employees at this level may work more independently than those at previous levels and may routinely assist other staff in performing work of greater complexity.
You Will Be Trusted To
- Knowledge of agency programs, policies, and procedures; the methods, principles, and practices of the agency; fiscal or budgeting techniques and practices; and office management.
- Oversee Statewide requisition budget coding and processing for the Vocational Rehabilitation (VR) division.
- Analyze, develop, and recommend improvements to practices and procedures supporting program operations.
- Assist with operational expense budget management by researching, querying, and reporting program data using the agency’s case management systems.
- Serve as the State Office subject matter expert on the agency’s administrative system.
- Prepare financial and purchasing correspondence on behalf of the Manager for Budget and Personnel.
- Analyze and report program statistics, developing summaries, charts, and graphs to present analytical findings.
- Ability to study and evaluate programs and propose recommendations; to communicate effectively; and build, establish, and maintain effective working relationships.
- Ability to interpret and apply agency policies and procedures, to analyze and solve work problems, and to provide guidance to others.
- Perform other duties as assigned.
- One year and six months of full-time experience in business management, human resource administration, budget preparation or control, or a related staff services function.
- Relevant academic credits may be applied toward experience qualifications for this position.
- Graduation from an accredited four-year college or university with major coursework in business management, budget preparation or control, and public or business administration, or a related field is generally preferred.
- 8 years of full-time experience in office management, business management, human resource administration, procurement, purchase requisitions, and budget preparation work.
- Experience in WRAPS, WISE, and Excel.
- Experience delivering information over TEAMS and/or Zoom virtual meetings.
- Experience with TxSmartBuy.
