About This Role
The In-Home Supportive Services (IHSS) program was established in 1973, providing supportive services, including personal care services, to qualified aged, blind, and disabled individuals to enable them to remain in their own homes and avoid institutionalization. The Case Management Information and Payrolling System (CMIPS) was established to manage case information and to process the payroll for IHSS providers. The goal of the CMIPS Office is to maintain and operate a system that is responsive to the needs of the IHSS Program in partnership with our sponsor, the California Department of Social Services (CDSS), Adult Programs Division (APD).
The Fiscal/Budget Operations Lead (Analyst III) serves as the CMIPS Office’s primary expert for fiscal and budget activities within the In-Home Supportive Services (IHSS) program. This role leads budget development, monitoring, expenditure tracking, fiscal reporting, and contract fiscal analysis for a system processing over $19 billion in annual payroll. The position collaborates across state departments, vendors, procurement staff, and control agencies to ensure accurate fiscal management, compliance with laws and regulations, and timely resolution of complex fiscal issues.
- Provides strategic direction for CMIPS fiscal activities, guiding budget planning, expenditure oversight, and financial reporting.
- Serves as the project’s fiscal subject matter expert, supporting contract and procurement activities, verifying expenditures, resolving invoice discrepancies, and analyzing contract budget impacts.
- Collaborates with vendors, internal analyst teams, OTSI fiscal staff, and control agencies to ensure compliance with federal and state laws and resolve complex fiscal issues.
- Develops and manages key state and federal funding documents and approval packages, supporting legislative responses and system-wide fiscal procedures.
