Under the direction of the Information Technology Services Division (ITSD) IT Administrative Services (ITAS) unit, Information Technology (IT) Supervisor lI, the IT Procurement Specialist is a technical Subject Matter Expert (SME) responsible for the acquisition of IT hardware, software, network, telecom, and services in addition to contract management functions for the Information Technology Services Division (ITSD) and the California State Lottery (Lottery). The duties for this position are focused in the Business Technology Management and IT Project Management domains; however, work may be assigned in other domains as needed.

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Expertise in Information Technology (IT) procurements. Experience preparing, analyzing, and managing complex IT procurements for hardware, software, networking, telecom, and IT services, including selecting appropriate procurement vehicles. IT procurement experience within the State of California is preferred.
- Strong knowledge of State and/or Federal procurement laws, policies, procedures, and regulations with familiarity in using regulatory frameworks to ensure compliance.
- Experience developing and drafting IT solicitations for IT Goods and Services. Includes working knowledge of and the ability to apply the various procurement vehicles available to purchase IT Goods and Services.
- Ability to provide procurement consultation to stakeholders. Experience collaborating with Subject Matter Experts (SME), project teams, executives, and cross-functional partners such as vendors to guide and facilitate procurement strategy, decision-making, and execution.
- Knowledge of IT concepts, technology trends, and industry standards. Understanding of current technologies to evaluate vendor proposals and recommend optimal acquisition solutions.
- Experience supporting procurements involving IT services; experience developing Statements of Work (SOWs), evaluation criteria, and technical specifications.
- Proficiency in contract management and lifecycle oversight. Ability to create, amend, track, renew, and monitor IT contracts and purchase orders, including invoice reconciliation and dispute resolution.
- Ability to create robust evaluation criteria and serve as an active member of an evaluation panel for IT services procurements.
- Experience in drafting complex procurement documentation such as solicitation documents, issue memos, justification memos, and procurement recommendations.
- Ability to work in a fast-paced environment with competing priorities. Ability to manage procurement timelines and critical deadlines, adjust to shifting work demands, and support operational continuity.
