Job Description And Duties

Under the general direction of an Information Technology Manager I (ITM I), the Information Technology Specialist II (ITS II) serves as the IT Contract Manager within the Office of Information Services (OIS), Project Management Office (PMO). The incumbent independently performs advanced-level technical and analytical work in support of the full lifecycle management of enterprise information technology (IT) contracts, professional services agreements, cloud computing and Software-as-a-Service (SaaS) / Platform-as-a-Service (PaaS) arrangements, data and analytics platform contracts, and system integration agreements. The position provides authoritative consultation and analytical support to program teams, executive leadership, procurement offices, legal counsel, enterprise architects, and information security staff in matters pertaining to IT procurement governance, vendor performance management, contract compliance, deliverable oversight, and risk management. The ITS II coordinates closely with the California Department of Technology (CDT), the Department of General Services (DGS) Procurement Division, and departmental oversight entities to ensure adherence to the State Administrative Manual (SAM), State Contracting Manual (SCM), Statewide Information Management Manual (SIMM), and applicable California Government Code provisions governing State IT procurement and contracting.

Working Conditions

This position is located at: 2180 Harvard Street, Suite #160; Sacramento, CA 95815.

Work is performed primarily in a standard office environment with the possibility of remote work as authorized under departmental telework policies and applicable collective bargaining agreements. The incumbent may be required to attend in-person meetings, vendor presentations, and State facility visits within California on an as-needed basis. Standard office equipment including computers, monitors, printers, and telecommunications devices are used on a regular and recurring basis. Assignments may involve deadline-driven deliverables and concurrent multi-project workloads requiring effective time management and prioritization.

Special Requirements

Please include a Statement of Qualifications (SOQ) that answers the following questions below. Your response should be typed in Arial 12 point font and no more than two pages in length.   • Describe your experience managing complex contracts within a highly regulated environment (such as California state service or similar public agency frameworks). Specifically, how do you ensure compliance with required terms and conditions (e.g., DGS General Provisions, IT Cloud Special Provisions, or University Terms), and what steps do you take when a contract requires an amendment or line-item budget reclassification?
  • Provide a specific example of a time you managed a vendor whose deliverables were falling short of contractual benchmarks or Service Level Agreements (SLAs). What mechanisms did you use to track their performance, how did you communicate the deficiency to the vendor, and what was the ultimate outcome?
  • Vendor management often requires balancing strict policy enforcement with maintaining a collaborative working relationship. Describe a situation where you encountered a significant contractual dispute or billing discrepancy with a vendor. How did you approach the resolution process to protect the agency's interests while keeping the project on track?
