This position joins a dynamic and agile Human Resources Team comprised of 24 talented Labor Relations, Safety, Recruitment, Staffing, HRIS, Transactions, and Learning and Development professionals.
This position will provide professional labor relations support to MNIT Services by assisting with the administration of labor agreements, grievance processes, workplace investigations, and policy review activities. The role provides guidance to managers and supervisors on contract administration, delivers labor relations training, and partners with HR staff, employees, and union representatives to promote consistent, compliant, and effective labor relations practices across the organization.
This position requires an employee to work onsite at 600 N Robert St, St Paul, Minnesota at least 50% [or more or less if space limitations remain] of the time, with limited telework available. Telework eligibility depends on residence:
- Candidates living in Minnesota or within 50 miles of the worksite in a bordering state (Iowa, North Dakota, South Dakota, and Wisconsin) may telework up to 50%.
- Minnesota residents living more than 50 miles from the worksite may be eligible to telework more than 50%.
- Candidates living 50 miles or more from the worksite in a bordering state may work onsite 100% or may be telework eligible if relocating within 50 miles.
LR Consultant 1 – To qualify for LR Consultant 1, applicants must meet ALL of the following qualifications:
- 2 years of professional experience in Human Resources
- 3 years of professional experience in Human Resources
- At least 1 year of professional experience that includes experience assisting, conducting, or leading employee investigations involving misconduct and/or performance concerns.
All applicants who meet the above experience/education requirements will be further evaluated based on the following:
Experience with:
- Interpretation and application of relevant State and Federal employment laws including ADA, FMLA and FLSA and interpretation in a union environment
- Managing multiple priorities in a fast-paced environment with sense of urgency, strong organizational skills, attention to detail, and the ability to meet deadlines
- Participation in the review and development of HR policies, operational practice and compliance
- Demonstrated ability to establish and maintain effective business partnerships and positive work culture
- Demonstrated critical thinking, research, and analytical skills with the ability to gather, evaluate, and interpret information, exercise sound judgment, and develop objective, well-supported recommendations
- Demonstrated ability to communicate clearly and effectively in a manner that facilitates mutual understanding
- Customer-focused approached ground in active listening, empathy, and solution-oriented problem-solving to deliver positive user experiences
- Bachelor’s degree in Human Resources, Business Administration, or related field with public sector HR experience
- Knowledge of State of Minnesota personnel laws, administrative procedures, collective bargaining agreements, and HR systems such as SEMA4, or HR reporting tools, and HR case management systems such as Laborsoft, and proficiency in Microsoft Office applications (Word, Excel, Outlook, TEAMS, Forms)
- Experience representing management in grievance hearings, mediations, arbitration, or statewide bargaining.
- Experience assisting with or conducting employee investigations involving misconduct and performance concerns, including gathering facts, documenting findings, and maintaining confidentiality through the investigative process.
- Demonstrated professionalism, neutrality, empathy, and sound judgment in sensitive situations
- Experience conducting or leading employee investigations involving misconduct, performance concerns, harassment, discrimination, or policy violations including preparing investigative reports and recommendations
- Analyzing workforce data and trends to support decision making, policy development, workforce strategies, and continuous improvement, including developing and delivering HR or labor relations training
- Strong verbal and written communication skills for preparing investigative reports, disciplinary documentation, recommendations, and sensitive communications
