This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. In coordination with the Central Grants Office, the Mental Health Grants Manager exists to provide leadership and direction, for the lifecycle of culturally specific grants and contracts processes, with a focus on mental health initiatives across multiple program lines. This includes facilitating the pre-award, RFP and RFP process, award, post-award, monitoring, and close-out phases of the grant process in accordance with state and federal laws, regulations, and mandates. The Grants Manager will collaborate with internal teams, Tribal Nations, urban American Indian community leaders, and other stakeholders to ensure culturally specific needs are met effectively. Additionally, this position will partner on targeted activities, projects and outcomes with the American Indian Mental Health Policy Lead and other Behavioral Health Division staff, staff from other DHS divisions and other state agencies. The incumbent will be involved in providing technical assistance, consultation and be the tribal liaison for the Mental Health Block Grant within the Tribal Nations and urban American Indian communities. This includes significant stakeholder engagement and program area expertise. The incumbent, reporting directly to the AI Team Manager, will report on various activities, projects, and outcomes to other supervisors and managers within the agency, division or department.

Minimum Qualifications

Two (2) years of experience working with grants and/or contracts for a human services or mental health program.

Experience must clearly demonstrate:

  • Understanding of grant management processes and cultural specificity within the context of public health.
  • Expertise in program evaluation, budgeting, and the intricacies of government grants and contracts to include management of RFPs.
  • Experience developing work plans, conducting financial reconciliations, and negotiating contracts.
  • Project and/or program management experience that includes data research skills sufficient to identify best practices, abnormalities and track and present program results.
  • Lived experience in an Urban American Indian community or experience working with American Indian communities providing services.
  • Bachelor’s degree in social work, psychology, public health, or other related fields may substitute for one (1) year of work experience.

Preferred Qualifications

  • Variety of experiences working effectively with others from different backgrounds and cultures.
  • Knowledge of Minnesota’s Behavioral Health service delivery systems.
  • Knowledge of internal control frameworks and 2026 OGM fraud prevention policies.
  • Knowledge of current mental health service strategies and evidence-based best practices.
  • Strong project management skills and the ability to manage multiple complex projects simultaneously.
  • Community engagement experience.
  • Ability to deliver and train on mental health treatment programs.
  • Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns.
