Job Title: Fiscal Monitor

Location: Phoenix, AZ (Hybrid – Primarily Remote; a few in-office days per month)

Duration: 12 Months

Schedule: Monday – Friday | 8:00 AM – 5:00 PM (Arizona Time)


Job Summary:

Seeking a Fiscal Monitor to support the Financial Manager in overseeing fiscal compliance for DERS sub-recipients. This role is responsible for ensuring compliance with grant requirements, federal regulations, and Uniform Guidance while providing financial oversight, technical assistance, and budget analysis. The ideal candidate will have experience in financial, accounting, budgeting, or audit functions and possess strong analytical and communication skills.


Key Responsibilities:

  • Assist the Financial Manager in monitoring fiscal compliance for DERS sub-recipients.
  • Review financial records, budgets, and expenditures to ensure compliance with grant requirements and federal/state regulations.
  • Provide technical assistance and fiscal guidance to sub-recipients, internal staff, and stakeholders.
  • Assist with the annual allocation of grant funds to sub-recipients.
  • Support Federal and State audits by preparing required financial documentation.
  • Participate in developing and implementing standardized fiscal risk assessment tools.
  • Evaluate sub-recipient fiscal risk and recommend corrective actions when necessary.
  • Prepare financial analysis reports and monitor budget performance.
  • Interpret federal and state regulations related to grant funding and fiscal compliance.
  • Analyze complex financial data using automated financial systems.
  • Maintain accurate documentation and financial records.
  • Collaborate with cross-functional teams to improve fiscal monitoring processes.
  • Travel within Arizona, as coordinated by the team, to conduct fiscal monitoring activities.


Required Qualifications:

  • High School Diploma or GED.
  • 1–2 years of experience in finance, accounting, budgeting, auditing, or financial analysis.
  • Proficiency in Microsoft Excel, Word, and Access.
  • Strong analytical and problem-solving abilities.
  • Excellent written, verbal, and interpersonal communication skills.
  • Strong organizational and time-management skills with the ability to manage multiple priorities.
  • Ability to interpret financial regulations and compliance requirements.


Preferred Qualifications:

  • Bachelor's degree in Accounting, Finance, Statistics, Economics, or Business Administration, or
  • Master's degree in Business Administration (MBA) or Public Administration (MPA).
  • Experience working with grants, government funding, or fiscal compliance.
  • Knowledge of Uniform Guidance and federal grant regulations.
  • Experience supporting audits and financial risk assessments.

Work Location:
