Budget Analyst III

General Summary: Mid- level role with independent responsibility for managing budget modifications, coordinating with departments, and ensuring compliance with funding agreements.
Principal Duties and Responsibilities
- Lead development of the Comprehensive Annual Budget.
- Ensure compliance with federal, tribal, and grant regulations.
- Represent OMB in council meetings and audits. Develop and implement budgetary policies and procedures.
- Coordinate legislative materials ( TRs, NCSs) for budget approval.
- Independently manage budget modifications and reporting.
- Liaise with external funding sources.
- Assist in audits and close- out processes.
- Provide guidance to departments on budget classification.
- Performs other duties as assigned.
- Assist in preparing basic budget documents and Addendum E-forms.
- Monitor expenditures and reconcile accounts.
- Support contract file maintenance. Assist with general ledger setup and reporting.
- Provide administrative support to OMB.
Minimum Requirements
- Education: Bachelor' s degree in Business or related field.
- Experience: 5- 7 years of progressive experience in budgeting or finance.
- Basic knowledge of federal and tribal regulations
- Certified Budget Specialist ( CBS) or CMA preferred.
- Leadership and supervisory experience.
- Excellent verbal and written communication skills.
- Strong analytical and communication skills.
- Familiarity with PL 93- 638 and related federal laws.
- Excellent interpersonal, negotiation, and conflict resolution skills.
- Excellent organizational skills and attention to detail.
- Excellent time management skills with a proven ability to meet deadlines.
- Strong analytical and problem- solving skills.
- Strong supervisory and leadership skills.
- Ability to act with integrity, professionalism, and confidentiality.
- Ability to adapt to the needs of the MCN and employees.
- Ability to prioritize tasks and to delegate them when appropriate.
- Proficient with Microsoft Office Suite or related software.
- Proficiency with or the ability to quickly learn MCN' s system.
Preferred Requirements
- Education: Master' s degree in Business Administration or related field.
- Experience: Ten years of experience in a leadership/ management capacity. Special skills: Experience working in a diverse multi- cultural organization. Knowledge of the Muscogee ( Creek) Nation.
- Preference: Muscogee and Indian preference.
