Job Summary
We are currently seeking a Client Program Analyst. This position is a great opportunity located in Panama City, FL.
The Advanced Materials and Energetics group is seeking a Program Analyst to support Research, Development, Test & Evaluation (RDT&E) efforts. This role will primarily support operations for the Air Force Civil Engineer Center (AFCEC) Airbase Technologies contracts located at Tyndall Air Force Base. The selected candidate will support a program manager leading a team focused on civil engineering robotic and autonomous system technologies, with active research areas including robotics and explosive ordnance disposal (EOD).
We are seeking a well-organized, detail-oriented, and dependable professional to support project analysis and administration of client contract work. This work involves planning, programming, budgeting, and execution (PPBE) activities in support of client programs, as well as maintaining records that document the decision-making process and outcomes of program changes.
Responsibilities
As a Client Program Analyst, the selected individual will provide operational and analytical support across multiple research and development programs. Responsibilities may include:
- Assists in developing Battelle program documentation, including briefings, draft specifications, solicitations, Statements of Work (SOWs), and other project execution materials
- Supports logistics and coordination for various projects, ensuring compliance with client procedures and government regulations
- Participates in establishing and defining program plans, including cost and schedule requirements
- Contributes to program and task-related reports, briefings, justifications, and requests
- Helps plan, organize, and execute project resources, including budget management, project deliverables, and other project management activities across multiple projects
- Monitors purchasing and procurement against project budgets and provides alternatives and recommendations to management as needed
- Participates in quality control and quality assurance reviews of program documents prior to submission to management
- Directs procurement of equipment and services needed for research projects (see flag above regarding seniority of this duty)
- Supports coordination of complex activities between departments and clients, and may serve as a key interface between staff, clients, and management, including support for Battelle's portfolio of philanthropic programs
- Associate's degree or higher in project management or a related field
- 2+ years of management experience, or an equivalent combination of education and experience in a related field, preferably in the management or analysis of technical programs
- Outstanding verbal and written communication skills, with the ability to maintain effective working relationships with a broad range of operational users, technical developers, and government program managers
- Candidate must be a U.S. citizen and ability to obtain and maintain a Secret level security clearance is required.
- Bachelor's degree in Finance, Accounting, Business Administration, or a related field
- Working knowledge of the Federal Acquisition Regulations (FAR), Defense Acquisition Regulations (DAR), and other applicable government regulations as they relate to purchasing and procurement
- Experience liaising with technical staff in program planning and implementation
- Proactive, self-starter who can work both independently and in a team environment
- Experience with government contracts in a research and development environment
- Proficiency in Microsoft Office products (Word, Outlook, Excel, PowerPoint) and Adobe Acrobat Reader
