The City of Kennewick is seeking an experienced Procurement & Projects Coordinator to lead complex public procurements, contract administration, and facilities-related projects. This leadership role serves as the City's technical expert for advanced procurement activities while providing guidance, coordination, and strategic support across multiple departments.

Classification Summary
Under general direction of the Manager or designee, this position performs advanced professional procurement, contract administration, and complex project coordination. This classification serves as the City's technical subject matter expert for intricate public procurements and public works contracts. The role exercises substantial independent judgment in managing the formal lifecycle of high-value bids, quotes, and Requests for Proposals (RFPs). Additionally, this position provides senior-level contractual oversight and administrative alignment to the Facilities division for public works improvements, building infrastructure, and master service agreements.
This role serves in a lead capacity, establishing priorities, reviewing work, and providing technical guidance to lower-level procurement staff. It is a single level classification and is not part of a series.
WORK SCHEDULE
The initial work schedule for this classification will be full-time, Monday through Friday. Early mornings, evenings and weekend work may be occasionally required. Overtime may be occasionally required. This classification is exempt under the FLSA.

- Professional customer service using verbal, electronic and written communication with co-workers, City staff and vendors to provide routine assistance.
- Leads daily functional procurement activities and serves as the primary technical resource for complex City purchasing initiatives.
- Coordinates and reviews the work of the Procurement & Contract Specialist and other staff to ensure accuracy, compliance, and procedural alignment.
- Establishes workflows, sets task priorities, and provides mentoring and technical guidance on complex public procurement frameworks.
- Performs quality control reviews on procurement documents, specifications, and evaluation forms before public release.
- Designs, executes, and manages advanced solicitation methods for complex, high-dollar procurements and projects by determining the appropriate solicitation type.
- Reviews and writes complex scopes of work, technical specifications, contract terms, and public advertisements.
- Reviews, analyzes, and scores formal solicitations for best value, responsiveness, and legal contract compliance.
- Manages the procurement process from initial creation of solicitation to final contract closeout, ensuring project documentation adheres to legal requirements.
- Performs comprehensive contract administration functions, drafts master legal agreements, amendments, and change orders.
- Creates unique procurement documents and innovative methodologies to address specialized or high-dollar project needs.
- Interprets and applies complex procurement concepts, administrative policy, and State and Federal laws pertaining to municipal compliance; consults with legal counsel as required.
- Evaluates and makes strategic recommendations for changes to City policy, bid parameters, and contract terms in accordance with statutory updates.
- Maintains, creates, and updates City-wide procedural documents, procurement policy, and master contract templates.
- Identifies and recommends new cost savings strategies from rigorous economic research and value analysis.
- Assists in the preparation of program budgets by providing data analysis, complex estimates, and financial projections.
- Manage multi-departmental corporate programs, including copier systems, cellphones, uniforms, and strategic surplus disposal.
- Coordinates with city departments to identify, consolidate, and maximize contracting opportunities.
- Provides complex training and technical software guidance to staff, vendors, and the public on modern procurement applications.
- Resolves critical product, pricing, or tracking discrepancies; expedites overdue or delayed orders.
- Leads the functional and technical requirements of enterprise software and hardware systems used in tracking inventory and order fulfillment.
- Provides high-level project oversight and contract strategy for public works, capital improvement procurements, and facility building infrastructure renewals.
- Monitors project risks, schedules, and contractual parameters across major municipal facility renovations, structural upgrades, and public works improvements.
- Oversees contractor compliance, project-specific onboarding, and delivery frameworks to ensure strict adherence to timelines.
- Coordinates and processes facility-related work authorizations, master service agreements, comprehensive change orders, and submittal files.
- Validates and audits complex multi-phase contractor invoices against verified operational milestones prior to accounts payable authorization.
This position requires a Bachelor’s degree in Business, Accounting, Finance, Construction Management, Project Management, or a closely related field and four (4) years of increasingly responsible experience in procurement, contract administration, or capital facilities project environment; or any combination of relevant education and experience sufficient to demonstrate the knowledge, skills, and abilities to perform the duties listed above.
The City of Kennewick will provide preference to candidates with experience leading complex public works procurements, managing formal RFP processes, or overseeing capital facility project compliance and/or public entity experience.

Comprehensive Knowledge Of
- Advanced principles, federal/state laws, and best practices governing municipal procurement, public works, and facilities construction contracting.
- Complex contract structures, risk management practices, and project delivery frameworks.
- Modern enterprise resource planning (ERP) systems, electronic sourcing tools, and digital records management platforms.
- Principles and techniques of project oversight, scheduling, and milestone tracking.
- Methods of professional technical instruction, staff work review, and operational leadership.
- Lead, mentor, coordinate, and formally review the work of professional and technical staff.
- Exercise independent judgment and decisive action in high-risk, high-dollar public contract negotiations.
- Analyze complex technical proposals and draft airtight scopes of work, specifications, and master legal agreements.
- Establish and maintain highly collaborative working relationships with city staff, external service partners, and regulatory compliance agencies.

Paid Holidays
13 per year (10 scheduled; 3 “floating”)
New Year's Day, Martin Luther King Jr. Birthday, Washington's Birthday, Memorial Day, Independence Day, Labor Day, Veterans Day, Thanksgiving Day and the day after Thanksgiving, Christmas Day, and three floating holidays selected by the employee. Active employee will accrue all three floating holidays on February 1. Employees hired after February 1 will receive a prorated floating holiday accrual for the remainder of the calendar year based on their hire date.
Paid Time Off (PTO)
The purpose of PTO is to compensate employees for absences due to injury, illness, vacation and personal business. In addition, the program is designed to provide employees with personal flexibility regarding the use of leave hours. PTO hours accrue based upon the actual number of regular hours worked.

Retirement Plan
All City employees are members of the Public Employees Retirement System (PERS). The City and the employee both contribute toward the plan. Deferred Comp
The City contributes an equivalent of 5% of your regular monthly salary to Mission Square Retirement (previously ICMA) deferred compensation program. No employee match required, but employees may contribute towards plan if desired. (www.icmarc.org)
Medical, Dental & Vision Insurance
The City currently pays the entire dental and vision insurance premiums for the employee and dependents. Employee current premium share is 10% per month for medical insurance to cover themselves and dependents.
Life Insurance
1.5 x annual salary (not to exceed $250K) provided by the City of Kennewick. Employee may purchase Voluntary Term Life Insurance for employee, spouse and/or dependents through New York Life (previously Cigna).
Long Term Disability
The City pays the entire long-term disability premium for employees through New York Life (previously Cigna).
Wellness Program
The Wellness Program has been established to encourage employee health and fitness, both at work and at home. A City Wellness Committee promotes and provides opportunities for healthy lifestyles. Employee fitness center is open to all employees and their spouses.
Employee Assistance
An Employee Assistance Plan (EAP) is provided by the City to assist you and family members, providing counseling and treatment in such areas as stress, drug and alcohol abuse and family counseling.
