- Serves as Program Analyst in the Programs Management Branch with responsibility and authority for the formulation, justification, and execution, tracking and monitoring of the District's Civil Works Program.
- Interrupt new and established directives, instructions, regulations, and delegations of authorities for potential impact on major program objectives.
- Prepare draft and final justification documents that go to the Office of Management and Budget (OMB) and Congress.
- Prepare narrative and statistical material, exhibits, and related background information.
- Monitor the execution (i.e., obligations and expenditures of program funds) of the approved program for optimum utilization.
- Develop the current year program and monitors and tracks obligations and expenditures throughout execution.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

Specialized Experience: One year of specialized experience equivalent to at least the GS-11 grade level in the Federal service which includes maintaining highly complex project life cycle schedules with coordination from Project Managers, Budget Analysts, and Program Managers utilizing scheduling software. Experience in quality assurance of complex substantive management technical analyses involving the management of the corporate data using Scheduling system. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above).
