Essential Job Functions And Responsibilities
- Provide direct support to the Prime Contract Manager who serves as a key liaison with the DOE Contracting Officer and Lab leadership on all prime contract matters. Support engagement activities—including meetings, presentations, and briefings—to ensure clear communication of requirements, expectations, and contractual obligations.
- Collaborate with the Senior Leadership Team to support and strengthen relationships with DOE customers, fostering effective partnerships aligned with mission objectives.
- Facilitate contract administration and modification processes to maintain the integrity of the Prime Contract. Ensure all documentation is accurate, current, and aligned with sponsor expectations as mission requirements and operational commitments evolve.
- Provide strategic contractual guidance to laboratory leadership on complex contract issues, including compliance strategies, requirements interpretation, and risk mitigation.
- Coordinate with subject matter experts across cross-functional teams—including Legal, Technology Deployment, R&D Directorates, Export Control, Contractor Assurance, and Requirements Management—to ensure alignment with contractual obligations and protection of laboratory interests.
- Deliver writing and editorial support for complex or sensitive official communications, including correspondence related to cost allowability, contract scope interpretation, and other high-impact contractual matters. Ensure messaging reflects appropriate tone, technical accuracy, and alignment with contractual and organizational strategy.
- Interpret and apply Prime Contract terms, conditions, clauses, and provisions to ensure compliance and consistent application across laboratory operations.
- Conduct cost allowability reviews in accordance with FAR, DEAR, CAS, and other applicable regulations, providing clear determinations and supporting rationale.
- Administer contract performance assurance activities, including coordination and submission of PEMP reporting, execution of self-assessments, and analysis of performance metrics.
- Support administration of Contract Data Requirements List (CDRL) deliverables by tracking schedules, coordinating reviews, and ensuring timely, accurate submissions.
- Maintain thorough and defensible documentation to support decisions, conclusions, and recommendations.
- Represent the Prime Contract Management organization in directorate-level initiatives, including process improvement efforts, problem resolution, and system development and testing.
- Level 3-Bachelor’s degree from an accredited institution in Business Administration, Public Administration, Contract Management, Law, or a related field and 5 years of experience OR a Master’s Degree and 2 years.
- Level 4-Bachelor’s degree from an accredited institution in Business Administration, Public Administration, Contract Management, Law, or a related field and 9 years of experience OR a Master’s Degree and 6 years.
- Relevant experience commensurate with level.
- Ability to obtain and maintain a “L” or “Q” clearance, depending on the work assignment.
- Advanced degree.
- Experience with M&O prime contracts, subcontracts, or other federal contracting.
Level 3-Salary grade 430 ( $66,504- $136,356)/ Level 4-Salary grade 440 ($79,344- $162,732)
- At Idaho National Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials.
