Essential Job Functions
- Identifies new discretionary grant opportunities and works collaboratively with City Departments in the formulation and submission of grant proposals.
- Administers and manages grants throughout the entire grants lifecycle, from the pre-award to the post-award phase.
- Conducts thorough research to identify potential funding sources in support of the City's strategic vision goals.
- Plans and develops written grant proposals and supporting documentation identifying needs, objectives, methodologies, personnel, budget, monitoring capacity, and evaluation criteria, as required by grantor agencies.
- Monitors approved grants and grant activities, tracks program progress, and expenditures, and ensures compliance with applicable rules and regulations of grantor agencies.
- Develops needs assessment of existing problems or shortfalls within a given area or municipal function.
- Develops extensive library of potential grant sources in each area of municipal operations.
- Maintain regular and prompt attendance, physically present to work.
- Performs other similar or related duties as assigned by City Manager.
- Employee may be required to work beyond normal business hours at night and/or on weekends.
- Must have a Bachelor's Degree from a four-year college or university.
- Must have High School diploma; or equivalent (GED).
- Up to three (3) to five (5) years of related work experience to perform such job.
- Valid Class "C" Texas Driver License and be insurable.
- Applicant must pass pre-employment criminal background check and drug screen at City's expense.
- Must successfully complete Emergency Management and Incident Command Training within first three months of hire date.
- Bilingual English/Spanish preferred.
- Knowledge of grant writing and management, both pre-award and post-award phases.
- Knowledge of goals, objectives, and operations of City of Weslaco.
- Knowledge of municipal financial practices regarding revenues and purchasing.
- Knowledge of excellent organizational, interpersonal and communication skills.
- Proficient knowledge of Microsoft Office Word, Excel, and PowerPoint.
- Ability to write accurate and compelling grant proposals.
- Ability to multitasks and perform under deadlines and changing schedules.
- Ability to perform work with accuracy and attention to detail.
- Ability to establish and maintain effective working relationships with city officials, staff, and external stakeholders.
- Work involves sitting to perform work tasks, with intermittent periods of stooping, walking, and standing.
- Occasionally lifting, moving, or positioning objects up to 30lbs.
- Requires some agility and physical strength. Frequently lifts, moves and positions objects (up to 60lbs.)
